Job Description

The Procurement Lead will play a pivotal role in supporting the Project by overseeing procurement-related inputs for EPCI cost estimation. This position is critical to ensuring accurate cost forecasting and effective risk assessment for the large-scale infrastructure and offshore components of the project, including Onshore LNG (OLNG), FPSO, SURF, and GEP facilities.

  • Define and implement procurement strategies aligned with project cost estimation and execution plans,
  • Source, evaluate, and benchmark vendor quotations for major equipment and services across OLNG, FPSO, SURF, and GEP scopes,
  • Provide accurate procurement cost inputs and market data to support Class II EPCI cost estimates, and Identify procurement risks and ensure compliance with policies, regulations, and local content requirements.
  • Lead procurement planning and strategy development in alignment with project cost estimation objectives.
  • Source and validate vendor quotations, market rates, and procurement benchmarks for major equipment and services.
  • Collaborate with engineering, estimating, and project controls teams to ensure procurement data is accurately reflected in cost models.Identify procurement risks and opportunities, and recommend mitigation strategies.
  • Maintain up-to-date knowledge of regional and global supply chain trends, especially in the oil & gas and LNG sectors.
  • Support the preparation of procurement-related documentation for Final Investment Decision (FID) readiness.
  • Liaise with client, partners, and regulatory bodies to ensure compliance with procurement standards and local content requirements.
  • Support the preparation of tender packages, bid evaluations, and contract strategies for major project packages.
  • Maintain procurement records, cost databases, and reporting tools to support transparency and audit readiness.
  • Prepare cost reports, variance analyses, and executive summaries for internal and client review.Ensure traceability and auditability of all cost assumptions and calculations.
Qualifications
  • Degree in Economic, Engineering or Construction Management (a combination of other degrees coupled with adequate experience will also be considered).
  • Bachelor’s degree in Engineering, Supply Chain Management, or a related field.
  • Familiarity with Indonesian procurement regulations and SKK Migas PTK 007 is a distinct advantage.
  • Minimum 10 years of experience in procurement roles within EPCI or oil & gas projects.
  • Strong understanding of procurement processes, contract types, and vendor management.
  • Excellent negotiation, communication, and analytical skills.
  • Proficiency in procurement and cost estimation tools (e.g., SAP, Oracle, Excel).
  • Ability to work collaboratively in a multidisciplinary and multicultural environment.
  • Experience in identifying cost risks and applying appropriate contingency and escalation factors.
  • Strong analytical thinking and attention to detail, Capable of preparing clear, concise cost reports and executive summaries.
  • Excellent communication skills for interfacing with clients, engineers, and procurement teams, Ability to lead and mentor junior estimators and coordinate with multidisciplinary teams,
  • Understanding of Indonesian regulatory frameworks (e.g., SKK Migas)
  • Familiarity with EPCI contract structures and commercial terms.
