Job summary

Chandra Asri Group in Indonesia seeks a Port Facility Security lead to develop and implement the Port Facility Security Management System in coordination with the RSO, ensuring PFSA and PFSP are practical and aligned with terminal operations.

You will coordinate security assessments, review findings, and prepare for regulatory verifications including SoCPF, working with Marine Operations, HSE, Engineering and Projects to close findings and deliver contractual outputs on time.

Qualifications

• Minimum Bachelor Degree in Marine/Engineering discipline or related field.
• Minimum 3 years of Port Operation experience (TUKS or Tersus).
• Certified Port Facility Security Officer (PFSO) IMO Model Course 3.21.
• Excellent knowledge of vessel and port operations.
• Strong English communication, both written and spoken.
• Proficient in Microsoft Office and document control.

Responsibilities

• Act as focal point for development and implementation of the Port Facility Security Management System with the RSO.
• Lead preparation of the Port Facility Security Assessment (PFSA).
• Review PFSA findings, security risks, and mitigation measures from the RSO.
• Coordinate PFSP development, review, and finalization for operational practicality.
• Ensure PFSP aligns with terminal operations and is technically feasible.
• Coordinate security gap assessments during all project phases.
• Monitor RSO progress, deliverables, schedules and quality of work.
• Coordinate multidisciplinary meetings across departments during PFSA/PFSP.
• Facilitate verification by authorities for SoCPF and close findings post-verification.
• Support budget preparation for ISPS implementation including security infra, systems, and training.

Responsibilities

• Shall act as the Company's focal point for the development and implementation of the Port Facility Security Management System in coordination with the appointed Recognized Security Organization (RSO).
• Lead and coordinate the preparation of the Port Facility Security Assessment (PFSA).
• Review and validate PFSA findings, security risks, and recommended mitigation measures proposed by the RSO.
• Coordinate the development, review, and finalization of the Port Facility Security Plan (PFSP).
• Ensure PFSP is practical, operationally effective, and aligned with terminal operations.
• Coordinate security gap assessments during engineering, construction, commissioning, and operational readiness phases.
• Monitor RSO project progress, deliverables, schedules, and quality of work.
• Review technical reports, drawings, and recommendations submitted by the RSO.
• Coordinate multidisciplinary meetings involving Marine Operations, Security, HSE, Engineering, Operations, and Project teams during PFSA/PFSP development.
• Ensure all security measures recommended by the RSO are technically feasible and incorporated into facility design and operational procedures.
• Coordinate implementation of corrective actions arising from PFSA recommendations.
• Support budget preparation for ISPS implementation, including security infrastructure, systems, equipment, training, and manpower.
• Coordinate pre-verification activities prior to regulatory inspections.
• Facilitate verification by the Directorate General of Sea Transportation and other competent authorities for Statement of Compliance of a Port Facility (SoCPF).
• Coordinate closure of findings raised during verification and certification processes.
• Maintain communication with the RSO throughout the project lifecycle and ensure timely completion of all contractual deliverables.

Qualification

• Minimum Bachelor Degree in one of the following disciplines: Marine Transportation, Nautical Science, Marine Engineering, Maritime Studies, and all Engineering disciplines.
• Minimum 3 years of relevant experience in Port Operation (TUKS or Tersus)
• Mandatory Certified Port Facility Security Officer (PFSO) IMO Model Course 3.21
• Have expert knowledge about vessel operations, as well as the associated Port operations.
• Good English communication skills, spoken and written.
• Proficient in Microsoft Office
