Job description
Responsibilities
  • Manage and lead Civil/Geotechnical/Marine engineering team.
  • Establish review and monitor Civil/Geotechnical/Marine engineering project plan, strategy and targets based on Civil/Geotechnical/Marine engineering design approved in the project phase.
  • Review the project specification developed by FEED Contractor that align with best industrial practices, and review any deviation to industrial standards.
  • Evaluate and revise Civil/Geotechnical/Marine engineering strategic plan, detailed design and detailed project plan and target according to knowledge, best practices and engineering principles for each project phase as a guideline.
  • Monitor, review and coordinate OLNG Civil/Geotechnical/Marine project schedule with related departments to ensure an integrated OLNG Civil/Geotechnical/Marine engineering project plan.
  • Ensure all technical design for Civil/Geotechnical/Marine is based on the latest survey data and seismic results, and suitable for at least 30 years of operation.
  • Lead and manage Civil/Geotechnical/Marine engineering team in preparing Work Program & Budget and Authorization for Expenditure (AFE) based on SKKMIGAS requirements including supporting documents.
  • Coordinate with internal project team and related departments on preparing project WP&B and AFE; obtain required approvals from Head Quarters, Management, Business Partners, and SKKMIGAS and provide direction to accelerate the approval process.
  • Evaluate OLNG Civil/Geotechnical/Marine engineering tenders and provide technical inputs and evaluations related to tender proposals from prospective Contractors/Vendors.
  • Coordinate and conduct Contractors/Vendors visits to gather information supporting detailed Civil/Geotechnical/Marine engineering and preparation to provide recommendations in OLNG contracts and tender processes and terms and conditions.
  • Review, analyze and report any changes affecting Civil/Geotechnical/Marine engineering OLNG.
  • Implement and monitor MOC policy and procedures, relevant documentation, and records as a tracking system.
  • Coordinate and monitor interface communication among related parties, issues, and potential risks to ensure changes are implemented within timelines and minimize impact on project schedule and cost.
  • Monitor and evaluate Contractors’ works related to OLNG Civil/Geotechnical/Marine installation in relation to detailed engineering design and data input.
  • Provide solutions for issues and problems as they arise.
  • Set up communication of OLNG Civil/Geotechnical/Marine installation status with related departments to ensure compliance with engineering/technical standards and minimize risks for the overall installation.
  • Ensure FEED design output competitively meets Company requirements and that all technical intellectual property is kept confidential.
Requirements
  • Bachelor degree in Engineering or Technical Science. Advanced degree in the above is preferable.
  • Preferably with a minimum of 13 years of experience in upstream Oil and Gas Industry; LNG plant civil engineering experience or equivalent is required, with coastal/marine civil engineering highly desirable.
  • Extensive experience in foundation design, especially in limestone-dominated conditions, including earthwork planning and execution; familiarity with steel and other construction materials.
  • Knowledge of major domestic and international standards and codes related to civil and architectural engineering (participation in standard development is an advantage).
Preferred Qualifications
  • Experience with EPC Oil & Gas/LNG projects.
  • Experience in marine civil engineering for offtake jetty, wharfs, etc.
  • Professional Engineering License or equivalent certification is a plus.
