Job summary

Oceaneering is seeking an NDT Technical Manager based in Batam, Indonesia, to oversee all NDT technical activities across APAC. The role requires ensuring compliance with standards, maintaining accreditations, and leading a multidisciplinary team in delivering safe, reliable NDT services.

The successful candidate will develop procedures, support business development with technical expertise, and coordinate audits with HSEQ. Extensive NDT experience and Level III certification are essential.

Qualifications

  • Bachelor's degree in Engineering or related technical field.
  • Minimum 10 years of NDT experience with certification management, accreditation, training, auditing.
  • Hold a valid NDT Level III certification in MT, PT, UT, RT (ASNT/PCN/CSWIP).
  • Experience with ASME, API, AWS, ISO, and client specifications.

Job Description

The NDT (Non-Destructive Testing) Technical Manager is responsible for overseeing all technical aspects of NDT operations within APAC (Asia, Australia, and Papua New Guinea) organization. This includes ensuring compliance with industry standards, maintaining accreditations, supervising NDT personnel, developing procedures, and supporting business development through technical expertise. This position will be based in Batam, Indonesia.

Responsibilities
  • Implement and maintain NDT project specific related quality and technical systems and procedures.
  • Assist Project Managers in the preparation of technical procedures.
  • Advise and assist all levels of personnel in the implementation of NDT technical procedures and techniques.
  • Ensure relevant standards and codes are maintained by the Company.
  • Provide a focal point for NDT employees to discuss matters relating to technical procedures, techniques and standards
  • Provide NDT training of personnel to allow them to gain initial or upgrade existing qualifications.
  • Liaise with HSEQ department and Inspection Groups to co-ordinate external audits.
  • Carry out both planned and random quality audits on projects being carried out by NDT work activities.
  • Provide a focal point for NDT employees to discuss matters relating to safety procedures and protocol.
  • Undertake surveillance visits at project job sites to ensure compliance with statutory, client and project specific requirements for all activities under the Company’s control.
  • Interface with clients and third-party inspectors to resolve technical issue.
  • Stay current with emerging NDT technologies and standards.
  • Periodically attend safety meetings in order to gain feedback on safety matters.
  • Verify RT personnel qualifications and certification records.
  • Review and approve personnel vision test records.
  • Technical Review & Approval
  • Update Project NDT Level III CVs and certificates
  • Conduct a full review of IMDS NDT Portal documentation, including Procedures, Forms, Method Statements, Techniques Sheets.
  • Ensure compliance with applicable standards (e.g., ASME, ISO 9712, API, ASTM).
Qualifications
  • Bachelor’s degree (or higher) in Engineering or related technical field (Mechanical, Materials, Science, or related discipline).
  • Hold a valid NDT Level III certification in MT, PT, UT, and RT, issued under ASNT / PCN / CSWIP.
Knowledge, Skills, Abilities, And Other Characteristics-
  • Minimum 10 years of NDT experience, including certification management, accreditation (NATA, KAN), training, technical support, and auditing Experience in all qualified testing methods (Phased Array, TOFD, Radiography).
  • Have a general knowledge of other NDT methods, products manufacturing, and inspection technology used by the company performing NDT.
  • Strong knowledge of ASME, API, AWS, ISO, AS, and client specifications
  • Knowledge of advanced NDT methods (PEC, LRUT, IRIS, MFL, Subsea Inspection)
  • Experience in developing/maintaining NDT programs and applications.
  • Experience leading and managing a multidisciplinary team.
  • Experience working with engineering contracts and contract administration processes.
  • Knowledge of Competency Based Training and Assessment.
  • Demonstrated management, leadership, communication and planning skills.
  • Sound computer skills.
  • Ensure that others involved in a project or effort are kept informed about developments and plans.
  • Ability to plan, organize and direct the work of others.
  • High level of written and verbal communication skills.
  • Ability to maintain effectiveness when experiencing major changes in work tasks/environment.
  • Ability to present ideas effectively to individuals and groups.
  • Ability to solve practical problems and deal with a variety of concrete variables.
  • Knowledge of safety standards (e.g. Step back 5x5, JSEA, HSEQ system etc.).
