Overview

Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality and healthier, more livable cities throughout Asia. Our mission is to reduce air pollution and greenhouse gas emissions in Asia, contributing to the development of a more sustainable, equitable, and healthier region. We empower governments and cities by inspiring action and focusing efforts on the planning and implementation of solutions at scale, fostering regional cooperation to address issues of mutual concern, and ensuring the integration of air quality management across sectors and institutions. Our work focuses on implementing solutions that reduce air pollution, its detrimental impacts, and mitigate the climate crisis. We do so by providing policy guidance, building capacity, and making a compelling case for action among stakeholders at the city, national, and regional levels. Since 2008, Clean Air Asia has been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka, and Vietnam). Our headquarters is in Manila, Philippines, and we have offices in Beijing, China, New Delhi, India, and Jakarta, Indonesia.

To support this initiative, we are contracting a National Coordinator (Consultant) who will support the research and coordination requirements of Clean Air Asia’s initiative to reduce maritime transport (shipping and ports) emissions in Indonesia.

Responsibilities

The National Coordinator (Consultant) will support the research and coordination requirements of Clean Air Asia’s initiative to reduce maritime transport (shipping and ports) emissions in Indonesia. Under the direct supervision of the Sustainable Transport Lead in Manila, and working closely with the Transport Researchers, the primary duties of the Consultant include:

  • Mapping out key maritime transport stakeholders who can support the transition to green shipping in the country
  • Supporting the conduct of stakeholder analysis through research and consultations
  • Supporting the development of relevant materials for the consultations and missions to the pilot city
  • Coordinating and scheduling missions and online consultations with key stakeholders
  • Leading or assisting stakeholder engagement activities (e.g., consultations, surveys, and other related activities)
  • Moderating stakeholder discussions and summarizing meeting outcomes
  • Providing a list of invitees for the 1.5-hour workshop
  • Coordinating and providing logistics support for the workshop invitees
  • Supporting data collection and providing insights on the local context of the following:
    • Policies that support the green shipping transition (e.g., fuel-related policies, cross-sectoral policies, pollutant control policies for ships)
    • Infrastructure and Energy Supply Analysis (e.g., RE resource port infrastructure, and fuel supply capacity assessment)
    • Stakeholder Analysis, and other information needed to finalize the report
  • Supporting the completion and dissemination of the project outputs and results
  • Keeping track of the updates, trends, and developments in transportation and air quality management in the country, including recent policy developments and priority needs of the country for better air quality management and sustainable transport.
Qualifications

Essential Qualifications

  • University degree in Urban Planning, Environmental Science, Environmental Management, Environmental Engineering, Engineering, or any related discipline. An advanced degree in the aforementioned field is an advantage.
  • Must currently be based in the required country
  • Has demonstrated experience working with port authorities, transportation, or environment ministries in the required country
  • Has at least 3 years of experience in project implementation and stakeholder coordination related to city development, sustainable transport planning, and climate change mitigation
  • Has excellent written and verbal communication skills and interpersonal skills
  • High proficiency in Microsoft Office applications required; capability in using statistical software is an advantage.
  • Demonstrated attention to detail.
  • Team player with the ability to contribute more widely to the direction of Clean Air Asia’s program.

Desirable Qualifications

  • Experience working with the maritime transport sector.
Duration and Remuneration

The National Coordinator (Consultant) will be engaged from October until November 2025 under a lump-sum intermittent consultancy contract. The remuneration is competitive but may vary subject to the candidate’s professional qualifications and work experience.
