Job Summary
The Trade Operations Manager is responsible for leading, managing, and optimizing end-to-end trade compliance and logistics operations for imports and exports under the Licensed Manufacturing Warehouse (LMW) scheme. The role ensures full regulatory compliance with Malaysian Customs (RMCD), manages cross-functional trade documentation, and supports efficient goods movement to meet operational, financial, and customer commitments. This role requires a strong mix of regulatory expertise, business acumen, data-driven decision-making, and project leadership to support operational growth and maintain robust compliance in a dynamic, evolving trade environment.
- Lead the daily execution of import/export operations in compliance with LMW and RMCD regulations.
- Maintain LMW license validity and ensure all conditions are met, including reconciliations of raw material imports, usage, and finished goods exports, and timely submission of monthly reports.
- Manage Customs declarations, duty exemptions, permit applications and other relevant trade documents.
- Maintain audit-ready documentation for RMCD, MITI, and related agencies.
Job Responsibilities
- Liaise with Malaysian Customs (RMCD), forwarding agents, and other regulatory bodies on compliance matters.
- Stay abreast of evolving customs programs and interpret them into operational advantages, focusing on AEO program.
- Lead negotiations and strategic discussions with Customs officers and other stakeholders during audits, inspections, or license renewals.
- Keep abreast of changes in trade regulations and translate them into operational requirements.
- Analyze trade flow impact on landed cost, duty exposure, assess trade risk with propose mitigation plan.
- Collaborate with SCM to align trade decisions on lead times, delivery schedules, and trade strategies.
- Use Power BI to build dashboards and monitor key performance indicators.
- Interpret data trends to make informed decisions and drive improvements.
- Participate in new product launches and cross-functional projects, including automation, system enhancement, or process reengineering.
- Document SOPs and promote standardization across regional/global sites where applicable.
Requirements
- Collaborate with a team of analysts to meet performance targets.
- Foster collaboration across departments (SCM, Legal, Finance) to ensure trade alignment and readiness.
- Escalate and resolve operational bottlenecks and regulatory risks efficiently.
- Drive continuous improvement in trade process efficiency, accuracy, and compliance automation.
Preferred Qualifications
- Bachelor’s degree in Logistics, Business, International Trade or related field.
- Minimum 7–10 years of experience in trade compliance or logistics, with at least 3 years in a managerial capacity.
- Strong knowledge and understanding of Malaysia’s LMW framework, bonded warehouse operations and Free Commercial Zone operations.
- Proficient in customs systems (e.g., Customs SMK, DagangNet), ERP platforms (SAP), and data visualization tools (Power BI).
- Proven project management skills.
- Excellent communication and stakeholder engagement skills.
- Strong interpersonal, negotiation, and influencing skills — especially in dealing with Customs, regulatory bodies, and internal stakeholders.
- Experience in fast-paced manufacturing or high-tech environments is an advantage.
