A new medical manufacturing facility in Medan is seeking an experienced HR Manager to establish the Human Resources department, focusing on recruitment and compliance with Indonesian labour laws. The ideal candidate will have 5-8 years of HR experience, strong knowledge of local labour laws, and excellent communication skills in Bahasa Indonesia, with proficiency in English or Chinese being a plus. This role requires a self-starter capable of working independently in a fast-paced environment.
We are establishing a new medical manufacturing facility in Sei Mangkei, Medan, and are looking for a dedicated and experienced HR Manager to pioneer the Human Resources department. This role is instrumental in setting up the HR structure from scratch, with an immediate focus on recruitment and compliance with Indonesian labour laws.
You will work closely with the management team to build a strong workforce, ensure legal compliance, and develop HR policies that align with both operational needs and corporate values.
Key Responsibilities:
1. Recruitment & Talent Acquisition
Lead the full-cycle recruitment process for both direct (production line) and indirect (support) roles.
Develop sourcing strategies to attract local talent efficiently and cost-effectively.
Build partnerships with local job boards, institutions, and community hiring networks.
Facilitate onboarding programs to ensure successful employee integration.
2. Labour Law Compliance
Ensure all HR operations strictly adhere to Indonesian labour law, industrial regulations, and health & safety standards.
Act as a liaison with local government bodies and industrial zone authorities for all employment-related matters.
Maintain accurate employment contracts, documentation, and legal records.
3. HR Operations
Establish core HR systems and processes (e.g., attendance, payroll coordination, leave tracking).
Support payroll administration, including statutory contributions and benefit compliance.
Develop and maintain accurate employee data and HR records.
4. Employee Relations
Serve as the main contact point for employee relations and disciplinary issues.
Foster a positive, transparent, and productive work culture in a fast-paced manufacturing setup.
Address employee grievances in a fair and compliant manner.
5. Policy Development & HR Infrastructure
Draft and implement HR policies, SOPs, and company handbook.
Support the setup of HRIS or manual systems suitable for initial operations.
Recommend organizational structures and manpower planning based on factory ramp-up.
Requirements:
Bachelor’s degree in Human Resource Management, Business Administration, Law, or related fields.
Minimum 5–8 years of HR generalist experience, preferably in manufacturing or industrial environments.
Strong knowledge of Indonesian labour law, especially in North Sumatra region.
Demonstrated success in high-volume recruitment, especially blue-collar/plant workforce.
Self-starter with the ability to work independently in a pioneer setup.
Excellent communication skills in Bahasa Indonesia; proficiency in English or Chinese is an added advantage.
Language Requirements:
Fluent in Bahasa Indonesia and English (spoken and written) – essential.
Ability to speak Mandarin/Chinese is a strong added advantage (to communicate with HQ or Chinese-speaking colleagues/vendors).
