Gender Equality, Disability, and Social Inclusion Specialist – Mid-Term Review of SKALA Program

Democracy International (DI) is seeking a Gender Equality, Disability, and Social Inclusion (GEDSI) Specialist to join the Mid-Term Review team for DFAT’s SKALA Program. This review, commissioned by the Australian Department of Foreign Affairs and Trade (DFAT), will evaluate the effectiveness, relevance, and impact of SKALA Phase 1 (2022–2026) and provide forward-looking recommendations for Phase 2 (2027–2030). The GEDSI Specialist will ensure the meaningful integration of gender equality, disability inclusion, and social equity considerations throughout the review process, analysis, and reporting.

The SKALA Program (2022–2030) is an AUD 160 million initiative implemented by DFAT to strengthen decentralized governance and improve basic service delivery in disadvantaged regions of Indonesia. Working with national and subnational governments, SKALA aims to reduce poverty and inequality through more inclusive and evidence-based policy, planning, and budgeting. The Mid-Term Review will evaluate progress against End of Program Outcomes (EOPOs), examine the program’s relevance and effectiveness in a shifting governance context, and inform DFAT’s decisions on Phase 2 implementation (2027–2030).

This will be a consultancy with anticipated travel within Indonesia for field-based data collection and will be contingent on award and funding.

Responsibilities
  • Provide technical leadership on GEDSI throughout the review design, data collection, analysis, and reporting phases.
  • Analyze SKALA’s contributions to GEDSI outcomes and identify opportunities for improvement in Phase 2.
  • Engage with government and civil society stakeholders, particularly those representing women, people with disabilities, and vulnerable groups.
  • Contribute to synthesis of findings related to participation, representation, and inclusion in subnational governance.
  • Draft GEDSI-specific sections of the Review Report and support integration of GEDSI throughout.
Expected Deliverables

The consultant will be required to submit and/or contribute to the following deliverables:

  • GEDSI-related inputs to the Review Plan (approach, tools, stakeholder list).
  • Written sections in the Aide Memoire and Draft and Final Review Report assessing GEDSI integration, progress, and constraints, including clear, actionable GEDSI recommendations for Phase 2.
Required Qualifications
  • Minimum 7 years of demonstrated experience in GEDSI, preferably related to governance, decentralization, or basic service delivery programs.
  • Proven track record of working with both government and non-government partners in Indonesia on GEDSI policies or programs.
  • Experience conducting or contributing to research, studies, evaluations or reviews of development programs.
  • Knowledge of participatory and inclusive research methodologies.
  • Strong ability to synthesize findings from multiple data sources.
  • Fluent in written and spoken English and Indonesian.
Reporting
  • The GEDSI Specialist reports to the MTR Team Leader and DI’s Director of Program Management.
