Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. In Indonesia, Plan International has operated since 1969, and in 2017 Yayasan Plan International Indonesia (Plan Indonesia) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the Fiscal Year (FY) 2023 to 20 2 7 , where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. Our ambition is to enable at least 3 million girls and young women to Learn (gain skills for work), Lead (empower to take action on issues that matter to them), Decide (have control over their own lives and bodies), and Thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision-makers and key stakeholders to make the required changes. Within the context of VUCA (Volatile, Uncertain, Complex, and Ambiguous) world, an NGO like Plan Indonesia, has to adapt and innovate to ensure that we stay relevant, impactful and sustainable .

ROLE PURPOSE

The Finance Project Accountant will be responsible to ensure all grant related financial records including cost recoveries are up to date and provide all necessary financial information for all grant funded projects in the organisation.

DIMENSIONS OF THE ROLE

The Finance Project Accountant will provide support to in – country Finance Project teams in order to improve quality of overall transparency and accountability in YPII’s external financial reporting. These includes:

• Execute best practice models and tools developed by FPL to ensure exhaustive project costing and full cost recovery.
• Perform grant-related post-award functions, including budget set-up, shared and apportioned cost distribution charges, reconciliations, re-budgeting, and grant closeout functions.

ACCOUNTABILITIES

Budget Management and Monitoring

• Assist Senior Finance Project Accountant with the grants set up in SAP.
• Prepare grant Project Outlines and PO modifications as per the Project Implementation plan approved by Donor/NO.
• Review all PO is fully costed project and has a cost structure consisting of direct, shared direct and overhead costs.
• Timely posting of Grants related Journals in SAP on monthly basis.
• Check and calculate cost recovery budgets in all Project Outlines (POs) as per approved country cost ratio and that both direct shared and overhead costs relating to Grants are timely recovered or charged.
• Assist the SFPA to control impact of fx rate and revaluation process on project budget and spending.

Cost Accounting

• Prepare cost charging invoice/bill to each project based on country cost ratio and fair share calculation and ensure supporting document is available for compliance.
• Prepare cost recovery for staff costs (salary, benefit, insurance, etc.) of Grants projects and prepare salaries info that is relevant to Grants projects.
• Maintain and keep records of timesheet for all grants projects as per donor requirement.
• Participate in monthly apportioned cost system running.
• Carry out the implementation of an end-to-end cost recovery mechanism and procedures by maintaining and documenting policy, procedures and cost recovery charging bill of each project.

System Management and Reporting

• Support grant budget upload in SAP. Ensure timely upload of original budgets and subsequent changes for all projects.
• Keep record budget modifications on file and reconcile updated budget align with FAD or FAD amendments.
• Perform reconciliation between Donor Report and SAP.
• Check NRGRANTS or mis posting in SAP and correct them before month-end closing.
• Update Fx rate on monthly/quarterly basis in SAP to ensure spending in donor and local curr agree.

Treasury

• Update grant income record in SAP as per donor remittance advice.
• Support SFPA to track project income from GH, NOs, Donor and other Local Received Income (LRI) and advice Senior Grants Specialist or Grants Officer on credit notes/invoices due.
• Reconcile income received with the grant and finance’s module.

Grant Closure, Audits and Risk Management

• Store files and other information related to Grants in organized manner and are retrieved easily.
• Provide assistance during audits exercise for both grants and sponsorship project.
• Assist the team in month-end and year-end closing.
• Perform other related duties as requested by Supervisor.

Safeguarding – PSHEA

Ensure that Plan International’s global policies for Safeguarding Children and Program Participants, Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

TECHNICAL EXPERTISE, SKILLS, AND KNOWLEDGE

• Bachelor Degree in Accounting, Business Administration, Commerce or Finance,
• At least 2-3 years relevant post qualification preferably in international organizations, INGOs and/or bilateral organisations.
• Good English speaking and written skills.
• Computer software skills, including advanced Excel and other accounting packages.
• Experience managing Donor funds, i.e., EU, USAID, DFAT, SIDA, Irish Aid, and UN Agencies would be preferable.
• SAP or ERP Microsoft 365 experience would be preferable.

Location: Typical office environment in Jakarta, with frequent travel to project locations.
