Job description

We are seeking an experienced Technical Manager in a start-up company to oversee end-to-end IT solution delivery, covering cloud infrastructure, application development, and software testing. The role requires strong leadership in managing cross-functional teams, ensuring high-quality delivery, and maintaining alignment with business objectives.

The manager will coordinate projects from pre-sales pitching, sizing, configuring, planning, to deployment, optimize processes, and ensure technical excellence across multiple domains. The candidate must be someone agile and flexible. Candidate must have growth mindset and passionate on new technologies. As company grow, this position will cover all technical side of projects

Key Responsibilities

• Project Management/ Leadership: Oversee multiple projects in cloud services, application development, and QA/testing, ensuring delivery on time, within budget, and at the required quality.
• Cloud Management: Lead the design, implementation, and optimization of cloud environments (Azure, AWS, GCP), ensuring scalability, security, and cost efficiency.
• Application Development: Manage software development teams (frontend, backend, mobile), oversee architecture decisions, coding standards, and release management.
• Software Testing & QA: Establish and maintain robust testing frameworks (manual and automated), ensure compliance with quality assurance standards, and manage defect resolution processes.
• Stakeholder Communication: Act as the primary point of contact between clients, internal teams, and vendors; provide regular updates and manage expectations.
• Team Development: Mentor engineers, testers, and designers; foster a collaborative and high-performance culture.
• Process Improvement: Identify opportunities to enhance efficiency through automation, tools, and best practices.
• Risk & Issue Management: Anticipate risks, implement mitigation strategies, and ensure timely resolution.

Requirements

• Bachelor’s degree in Computer Science, Engineering, or related field (Master’s preferred).
• Proven experience (5+ years) in project management within IT, with exposure to cloud infrastructure, application development, and QA/testing.
• Strong technical knowledge in at least two of the following: Testing tools: Selenium, JMeter, Cypress, Postman
• Experience with Agile/Scrum methodologies.
• Excellent leadership, problem-solving, and decision-making skills.
• Strong communication skills in English; Japanese proficiency is a plus.
