Program Overview

Indonesia envisions that in 2045 the country will be able to transform its economy from a natural resource-dependent economy to a modern, competitive manufacturing- and service-based economy with high value-added to secure prosperity and social justice for all Indonesians. This transformation will capitalize on the country's maritime strengths by incorporating better ocean resource management to leverage the blue economy development for increasing environmental.

A sustainable blue economy is given a central part in this shift of paradigm and geopolitical role. Indonesia will be known globally as a champion for conservation, restoration, and sustainable management of its seas, having been able to tackle the many environmental issues affecting its ocean and seas, such as marine and coastal pollution, climate change, IUU, overfishing, and habitat destruction, among others.

One of the keys to achieve the vision is by enhancing the governance of Indonesian seas and ocean recognising the multifaceted issues and interests across space and time. This effort will need to be supported by objective and scientifically robust data and analysis which can inspire action, coupled with the fulfilment of enabling factors as a catalyst for change and mobilization of resources. In WRI Indonesia, we work on three main areas: (1) Seeking collective actions through convening multistakeholder platforms to leverage the impacts for sustainable coastal and fisheries management, such as: the New Ocean Economy; (2) Enhancing sustainable coastal management including through providing policy-based research for advancing and scaling-up a nature-based solution approach for coastal management and fisheries; and (3) strengthen sustainable blue food management and governance.

Job Highlight

Reporting to the Ocean and Plastic Waste Manager, he/she will support the Manager in managing multiple projects, such as Ocean Account, Promoting Nature based Solution in Fisheries, Blue Carbon Ecosystem Mapping, Restoration and Conservation, Sustainable Blue Food. The responsibilities of the Project Lead encompass the whole phases of project activities: conceptualization, planning, data gathering and field verification, analysis, writing and project management. The person needs to work in close coordination with research and programmatic staffs, including members of regional team. He/she shall also support the Ocean and Plastic Waste Manager to further advance the WRI Indonesia portfolio in the topic of sustainable management of coastal and marine ecosystem including fisheries; while exploring prospect for research activities, donor relations, proposal writing, and internal project framing.

The Coastal and Fisheries Governance Lead must be able to work with minimum supervision, having an adequate programmatic and project management knowledge, strong commitment to implement WRI's mission, culture, and values – integrity, innovation, urgency, independence, and respect. Team-oriented thinking and passion on ability to engage with stakeholder. The Project Lead is also tasked to support the enhancement of the quality of data and information and improve data-communication among sectoral in national-subnational level agencies.

What You Will Do

Supporting Programmatic Excellence (50%)

Ocean Accounts & Blue Carbon Mapping

Measuring and valuing marine & coastal ecosystem services is central to understand ocean contributions to people and economy within and beyond GDP. The growing appetite in countries on ocean accounts calls for: Readily available dataset on coastal ecosystem extent, condition, and service factors e.g., blue carbon, etc; Guidance for policymakers and other stakeholders on how to apply the data; and use cases on applying ocean accounts for policy planning and evaluation.

Nature-based Solution to Sustainable Blue Food

The demand of blue food has been significantly growing over the years, in the meantime the environmental carrying capacity is limited. Mangrove deforestation caused by the expansion of aquaculture industries has led to several environmental problems, despite that mangrove delivers enormous services to the environment including aquaculture, among others: protecting the ponds from the impact of sea-level rise. Providing knowledge products for policy development as well as multistakeholder platform to unlocking potential financing from various instruments to optimize and incentivize the utilization of ecosystem services of the natural built environment for fisheries industry.

Project Management

  • Analyzes and assists with the project implementation and budget management.
  • Keep track of past performance and lessons learned to use on future project preparation.
  • Development of detailed project workplan and monitor its progress in line with the project schedule.
  • Co-manage changes to the project arrangement & timeline, ensuring its technical feasibility.
  • Organizes internal and external meetings, workshops, conferences, and other dissemination activities.
  • Support the fundraising effort, among others: contribute to proposal/concept notes development, provide expert advice on strategies to approach donors

Research management

Contribute in research and evaluation:

  • Lead and supervise the development of reports, and/or issue briefs for relevant stakeholders on Ocean Account, Aquadapt Indonesia and others when necessary.
  • Synthesize lessons learned and experiences; publishing findings in reports, issue brief, and
  • Review existing literature, studies, news, and events related to the issues on blue economy issues.

Research, Knowledge and Publication (30%):

  • Act as the point person regarding the activities on project. This involved the whole cycle of the project such as: identifying knowledge gaps, and conceptualization, planning, implementation, analysis, and report writing
  • Work in team to contribute to knowledge products and other communication documents (e.g., reports, briefs, data products, tools, blog) to raise the profile of WRI Indonesia's works
  • Respond to project needs and inquiries.
  • Ensure that all knowledge products coming out from programs are designed to deliver actionable results.
  • Participate in discussions, meetings, conferences with key stakeholders.
  • Identify and engage with relevant partners at the national and subnational level, in coordination with relevant program.
  • Utilize your creativity, research and analysis skills to identify new opportunities.

Engagements (20%)

  • Lead local level engagement with stakeholders.
  • Along with Communications team, he/she contributed to write communication products, media coverage, and conduct media interviews to disseminate research products.
  • Support engagement with government institution and third party for meeting the project requirement e.g. data, technical discussion, dissemination, and/or fundraise for collaborative research projects
  • Support the engagement with national and international stakeholders relevant with the project and Ocean Portfolio.

What You Will Need

Education: You shall have a master's degree in integrated coastal management, marine science, oceanography, marine planning, aquaculture, fisheries, natural resources management, international development, environmental science, public policy, political science, or other relevant fields.

Skill & Experiences:

  • Minimum 3 years of experience coordinating a programme/project/activities in the area of marine, coastal environment, and/or fisheries management.
  • Strong writing and research skills, excellent academic performance, as well as high level of organization and attention to detail.
  • Very strong familiarity with or interest in Indonesian marine and fisheries issues.
  • Proficiency in using Microsoft product(s): word, excel, power point, notes, and similar app of other products and/or brands.
  • High integrity, passion for sustainable development, and good sense of humor preferred.
  • Ability and willingness to travel to remote areas to do field investigation and stakeholders coordination.
  • Familiarity or proficiency using GIS software is a plus.
  • Demonstrated proficiency and fluency in oral and written English and Bahasa Indonesia.
  • Legally able to work in Indonesia
  • Must be self-motivated, detail-oriented and organized thinker with an ability to juggle multiple priorities, handle assignments independently, and work under tight deadlines.

Contract Arrangement

Full-time with fixed-term employment agreement up to 31 December 2024 period with 3 (three) months of consultancy contract apply before the fixed-term employment agreement started.

Must have authorization to work in Indonesia to be eligible for this position.
