The Deputy Director, Finance & Administration oversees the overall management of SPCA Singapore’s administrative and financial processes. The appointed candidate will also lead a team responsible for the full suite of human resource, financial and administrative activities.
The responsibilities include but are not limited to:
- Providing guidance to Executive Director and Board on strategic business directions by conducting financial planning, analysis, forecasting and advising on options for development.
- Ensuring financial integrity and accountability by maintaining all internal controls.
- Developing strategies for resource allocation and monitoring budget utilization.
- Generating timely financial statements and profit and loss reports to the Board.
- Developing yearly budgets in consultation with the SPCA Management team and Board.
- Managing Finance and Administration staff to ensure performance management and compliance to all regulations and processes.
- Coordinating and leading the annual audit process, liaising with external auditors and the Finance sub-committee.
- Improving the HR and Administration by enhancing staff’s professional development, compensation and benefits, performance evaluation, training, and recruitment processes, supported by HR and Administration staff.
- Implementing a robust contracts management and reporting system.
- Updating and implementing all necessary business policies and accounting practices to improve the Finance department’s overall SOPs.
- Providing support for ad-hoc events and SPCA-led projects.
- Facilitating and providing secretarial support for Finance Sub-Committee and Board’s discussions.
Requirements
- Degree in Accounting, Finance, or a related field
- A professional accounting qualification (e.g., CPA, ACCA) is preferred but not mandatory.
- Minimum 10 years in financial management, with at least 5 years in a leadership or supervisory role.
- Proficiency in accounting software – knowledge in Xero Accounting will be advantageous.
- Effective communication and interpersonal skills, including report writing and presentation to senior management and board members.
- Strong knowledge of financial reporting standards, budgeting, cash flow management, and financial planning.
- High level of integrity, accountability, and attention to detail.
- Strong analytical, leadership and communication skills.
