Job summary

DT Global Asia Pacific is seeking a Data Analyst to support SKALA and Indonesian counterparts with quantitative, spatial, and geospatial analyses covering development, GEDSI, planning, and MSS. Qualifications

Responsibilities

  • Conduct quantitative, spatial, and geospatial analysis to support SEPAKAT’s analytical needs.
  • Analyze hydrometeorological hazards, climate change, and disaster impacts on populations and infrastructure.
  • Review accessibility analysis for MSS facilities and service coverage.
  • Identify additional data sources for socioeconomic and service-delivery analyses.
  • Design analytical modules for SEPAKAT and related dashboards and platforms.
  • Clarify roles of data producers and strengthen data provision arrangements.
  • Collaborate with teams to ensure gender, disability, and inclusion considerations are integrated.
  • Support governance activities, meeting prep, materials, and reporting.
  • Undertake other tasks as requested by SKALA.

Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to thisobjectiveby strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (LayananDasar). The SKALA Program’s core approach is tofacilitatebetter collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

Pillar 1: Stronger national level enabling environment for sub-national service delivery.

Pillar 2: Better sub-national governance for service delivery.

Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role

The Data Analyst will support SKALA and its Government of Indonesia counterparts, particularly Bappenas, by providing quantitative, spatial, and geospatial analysis for SEPAKAT and other Government system/application. The work will cover socioeconomic development, GEDSI, planning and budgeting, and Minimum Service Standards (MSS), including independent analysis of distance, travel time, and access to basic-service facilities. The Consultant will also analyse hydrometeorological hazards, sea-level rise, climate change, and disaster impacts, including recent emergencies in Aceh. The Consultant will collaborate with SKALA’s GEDSI, PFM, Communications and Knowledge Management teams at national and subnational levels to strengthen evidence-based planning, budgeting, monitoring, and service delivery.

About You
Specific Responsibilities

The Consultant will

  • Conduct quantitative, spatial, and geospatial analysis using QGIS, ArcGIS, or other relevant tools by integrating socioeconomic, demographic, basic-service, administrative, and environmental data to support SEPAKAT’s analytical requirements.
  • Support the team in conducting analysis of hydrometeorological hazards, sea-level rise, climate change, and disaster impacts on populations, livelihoods, infrastructure, and public services, including recent disaster emergencies in Aceh.
  • Review accessibility analysis for health, education, water, sanitation, and other MSS-related facilities, including distance, travel time, service coverage, and geographic disparities. This analysis will support broader service-delivery planning and will not be limited to disaster or climate analysis.
  • Support Aceh Provincial Team and other relevant counterparts in identifying, assessing, and integrating additional data sources required for socioeconomic, service-delivery, disaster-risk, climate-change, and sea-level-rise analysis.
  • Support the design and development of analytical modules for SEPAKAT and other relevant data platforms or dashboards, covering socioeconomic development, GEDSI, planning and budgeting, MSS, access to basic services, and climate and disaster risks.
  • Assist government counterparts in clarifying the roles of data producers and custodians and strengthening arrangements for consistent, interoperable, and sustainable data provision.
  • Work closely with SKALA’s GEDSI, PFM, MSS, and subnational teams to ensure the analysis addresses gender, disability, social inclusion, public financial management, and service-delivery considerations.
  • Support Data and Analytics thematic activities, including government coordination, meeting preparation, presentation materials, documentation, and activity reports.
  • Undertake other relevant tasks as requested by SKALA.
Other Duties
  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
  • Spatial and analytical products covering socioeconomic conditions, GEDSI, basic-service delivery, MSS, and other SEPAKAT analytical priorities.
  • Spatial analysis of hydrometeorological hazards, sea-level rise, climate change, and disaster impacts on populations, infrastructure, and basic services.
  • Analytical inputs to accessibility analysis covering distance, travel time, service coverage, and geographic disparities in access to MSS-related facilities.
  • Operational analytical modules or technical inputs integrated into SEPAKAT and other relevant government data platforms and dashboards.
  • Analytical inputs for policy briefs, planning and budgeting documents, presentations, and policy dialogue materials.
  • Documented technical inputs supporting One Data implementation, data governance, data integration, and the use of SEPAKAT and other government data portals.
  • Documentation of coordination activities, meetings, workshops, consultations, and site visits, including presentation materials and activity reports.
Relationship Management

The role will be working closely with the Data and Analytics team and Government counterparts, under close coordination and reporting to the Data and Analytic Lead.

Selection Criteria
Essential
  • Bachelor's degree in urban and regional planning of average 2 years’ experience in data analysis, and research;
  • Basic experienced with spatial analysis and visualization (Tableau, Power BI);
  • Basic experienced on government data analysis, One Data Implementation, with spatial planning preferable;
  • Proficiency in statistics and statistical packages like Excel, SPSS, STATA, NVIVO to be used for dataset analysis;
  • Adept at using data processing platforms;
  • Excellent interpersonal skills and written and verbal communication skills;
  • Excellent problem-solving skills.
  • Ability to work both independently and as part of a team to achieve goals.
Preferred
  • Experienced working with Government of Indonesia
  • Experienced working on development projects involving government and development partners.
