Job description

We are searching for an experienced Country Fund Analyst, Indonesia at our Indonesia facility.

Programme background

The UK PACT (Partnering for Accelerated Climate Transitions) programme aims to improve the effectiveness of key institutions (public, private, and civil society) in partner countries to enable accelerated emission reductions and enhance the ambition of Nationally Determined Contributions (NDCs).

The UK PACT programme will specifically deliver the following results:

  • An increase in the capacity and capability of partner institutions (national, sub-national and civil society) to deliver enhanced and accelerated climate actions; and
  • An increase in in-country buy-in to urgently facilitate low-carbon development.

Responsibilities

With Palladium as the Delivery Partner responsible for managing funds and overseeing the delivery of activities, the program comprises the following components:

  • Country Funds: supports innovative capacity-building projects in partner countries, as identified by country context and demand from government stakeholders, to promote emissions reductions and low-carbon solutions through bilateral country programming;
  • Regional Funds: enable groundbreaking capacity-building initiatives through the ASEAN Green Transition Fund (available to ASEAN Member States and Timor-Leste) and the Amazon Flexible Fund, focusing on driving emissions reductions and promoting low-carbon solutions;
  • Expert Deployments: provides both short-term peer-to-peer skill shares from sectoral experts and long-term secondments into key institutions through all funds in country counterparts.

Indonesia UK-PACT Programme

The Indonesia-UK PACT Programme portfolio focuses on supporting innovative capacity-building projects in Indonesia. These projects are selected based on the country’s specific context and the needs identified in close consultation with the Indonesian government and the British Embassy Jakarta. This ensures that the projects are tailored to address the country’s context and meet the demands of the stakeholders. The goal is to promote emissions reductions and the adoption of low-carbon solutions through the strategic use of country funds. The portfolio also includes skill shares and secondments to provide additional expertise and support to key institutions where there is a demand and need for such assistance.

The portfolio currently consists of eleven ongoing projects in the sectors of low-carbon transport, energy efficiency, carbon pricing, and climate governance. The strategic approach of the portfolio is aligned with Indonesia’s development goals and aims to enhance sustainability efforts in the region. As the programme enters its second phase of implementation, it continues to address key challenges and opportunities in Indonesia’s transition to a low-carbon economy, making a meaningful impact on the country’s sustainable development trajectory.

Objectives of the assignment

The Indonesia Fund Analyst will play a key role in supporting the financial and operational oversight of the UK PACT Indonesia portfolio. This includes monitoring project implementation across thematic areas (transport, energy efficiency, carbon pricing, and climate governance), with a strong focus on ensuring alignment with agreed workplans, budgets, and FCDO compliance standards. The Analyst will support timely and accurate financial and technical reporting, assist in risk management processes, and contribute to Monitoring, Evaluation, and Learning (MEL) activities. The role also involves facilitating stakeholder coordination, ensuring due diligence processes are followed, and supporting strategic portfolio planning and documentation.

The position will be based in Indonesia.

Primary Responsibilities

Specifically, the Indonesia Fund Analyst will:

  • Project Monitoring and Reporting:
  • Assist in overseeing the timely implementation of on-going projects, ensuring they progress according to the agreed workplan and budget.
  • Support Implementing Partners in project reporting (technical, financial, results, and risk), ensuring that reporting meets FCDO requirements.
  • Assist in identifying country and project specific risk management strategies.
  • Conduct spot checks and other processes to ensure FCDO grant funding is spent as intended and that Implementing Partners meet FCDO compliance requirements.
  • Support the implementation of Monitoring, Evaluation, and Learning (MEL) activities within Indonesia portfolio and contribute in the refinement of MEL approaches.
  • Support due diligence, budget assessment, agreements, reporting, and disbursement for the grants and expert deployment projects;
  • Monitor programme-level and projects expenditures and prepare expenditure forecasts document;
  • Strategy Development and Engagement:
  • Coordinate with relevant stakeholders and provide support where needed to ensure timely and effective delivery of the projects, including skill shares and secondments.
  • Facilitate communication and collaboration between project teams, government stakeholders, and the British Embassy Jakarta.
  • Facilitate regular and ad hoc meetings with Implementing Partners.
  • Documentation and Administrative Support:
  • Monitor and support the process of Indonesia – UK PACT portfolio (grants and expert deployments) expenditures and prepare the grants and contract disbursements.
  • Provide administrative support in the development of sectoral strategies, workplan, and budget planning.
  • Support in developing project documents, including meeting minutes, and reports, ensuring they adhere to UK PACT communications guidelines and standards.
  • Ensure all project documentation is saved in each designated folder.
  • Assist in adhering to local due diligence required from Implementing Partners and support initial briefings to potential Implementing Partners.
  • Support the hosting of sector portfolio governance meetings.
  • Other Responsibilities:
  • Help ensure that Gender Equality, Disability, and Social Inclusion (GESI) elements are included in the design and implementation of new and ongoing projects, contributing to more inclusive and equitable outcomes.

Required Qualifications

  • Strong financial management and administration skills, with the ability to review and quality assure the financial reports of projects
  • Good knowledge and experience in managing grants mechanisms (preferably FCDO, other international donor experience are welcomed)
  • Good programme and grant management skills, with a proven track record of supporting management of a complex portfolio of grantees in various sectors
  • Excellent organisational, inter-personal administration and communication skills
  • Professional fluency in English
  • Technical knowledge and understanding of one or more of the Indonesia – UK PACT priority areas (low-carbon transport, energy efficiency, carbon pricing, and climate governance) will be considered an advantage
  • A high degree of personal resilience, flexibility and ability to adapt to changing circumstances
  • Highly collaborative and committed to close working and open communication with colleagues in post and in the UK, and implementing partners
  • Commitment to neutrality in all dealings with stakeholders to build trusted relationships and ensure maximum effectiveness of the programme
