Program Overview

Indonesia envisions that in 2045 the country will be able to transform its economy from a natural resource-dependent economy to a modern, competitive manufacturing- and service-based economy with high value-added to secure prosperity and social justice for all Indonesians. This transformation will capitalize on the country’s maritime strengths by incorporating better ocean resource management to leverage the blue economy development for increasing environmental. sustainability as well as building competitive, innovative, and sustainable maritime sectors.

While oceans and the marine environment are vital for Indonesia’s nature and prosperity, their true contribution is often overlooked in the climate change narrative. WRI Indonesia Ocean program has identified, at the very least, two devastating consequences if the status quo remains. First, the ongoing degradation of marine and coastal ecosystems will lead to a further decline in ecosystem function and loss of biodiversity. Second, Indigenous People and Local Communities living in coastal areas will face an escalating degree of poverty, increasing their vulnerability and limiting their capacity to adapt and mitigate climate change effects.

WRI Indonesia Ocean program has developed a strategy focusing not only improving access to sustainable livelihood for indigenous people and local communities, but also supporting the climate ambition both mitigation and adaptation of Indonesia particularly from ocean sectors where blue carbon ecosystems and fisheries are the two targeted sectors.

Job Highlight

Reporting to the Blue Carbon Governance Specialist and working under the guidance of the training development experts under the Blue Carbon project, the Capacity Building Assistant will be responsible to support the development and implementation of training program through the folowing activities:

• writing of module for training to set-up baseline for mangrove and seagrass for climate project, and NDC
• writing of module for training to methodology for monitoring, reporting and verification of mangrove and seagrass for climate project and NDC
• engage with stakeholders for conducting training and capacity building (offline and online)

What You Will Do

Training Development (70%)

• Supporting the blue carbon experts to identify and capture relevant methodologies for baseline and MRV utilised by Indonesia, or international for blue carbon ecosystem projects for climate and biodiversity goals.
• Supporting in identifying and provide recommendation priority targeted stakeholder for capacity building based on the result of study conducted by the blue carbon research team.
• drafting module for training on blue carbon ecosystem baseline and MRV, under the review and guidance of the blue carbon expert.
• Supporting the preparation, implementation and reporting the training programme (online and offline)
• Supporting communication with external actors in relation to capacity building development.
• Utilize your creativity, research and analysis skills to identify new opportunities.
• Supporting writing and finalization the project report particularly on the capacity building part.
• Supporting the drafting on the Blue Carbon Road Map particularly on the capacity building part.
• Supporting administrative aspects of the implementation blue carbon project.

Engagement (30%)

• Support capacity building engagement with stakeholders with national and sub-national level.
• Support coordination with communications team, he/she contributed to write communication products, media coverage, and conduct media interviews to disseminate research products.
• Support engagement with government institution and third party for meeting the project requirement e.g. data, technical discussion, dissemination, and/or fundraise for collaborative research projects

What You Will Need

Education: Bachelor degree in natural resources management, environmental science, forestry, or other related fields

Skill & Experiences:

• Minimum 3 (three) years of experience on writing document and engagement for capacity building programme.
• Experience working with stakeholders, including government agencies, NGOs, or local community in training or facilitation roles.
• Basic understanding of Monitoring, Reporting, and Verification (MRV) concepts
• Proficiency in using Microsoft product(s): word, excel, power point, notes, and similar app of other products and/or brands.
• Good writing and communications skills, especially in planning and supporting training activities
• Familiarity with or interest in Indonesian climate land-use particularly blue carbon issues, coastal ecosystems, or climate-related programsMust be self-motivated, detail-oriented and organized thinker with an ability to juggle multiple priorities, handle assignments independently, and work under tight deadlines.
• Ability and willingness to travel to project site for field investigation and stakeholders coordination.
• Demonstrated proficiency and fluency in verbal and written English and Bahasa Indonesia.
• Legally able to work in Indonesia

Deliverables

• Final approved draft of training module for Baseline Development for Mangrove and Seagrass Ecosystem is drafted
• Final approved draft of training module for MRV Development for Mangrove and Seagrass Ecosystem is drafted
• Conduct at least 1 training program.
• Final approved draft of roadmap blue carbon, especially on baseline methodology and MRV development.

Duration

1 July 2025 – 31 December 2025

Terms of Payment

Daily rate-based consultant with a maximum of 96 (ninety-six) working days for the whole contract period or 16 (sixteen) working days per month on average.
