Presence of marine debris raises disruption to the ecosystems, biodiversity and national economies. In Indonesia, waste management processes are lacking in effectiveness of ensuring minimal leakage of waste to marine environment; proven that up to 80% of Indonesian marine waste originates from terrestrial processes, of which 30% is categorized as plastic, the largest non-organic waste composition among all. In 2018, approximately 0.615 million tons of waste entered Indonesia’s oceans. Mismanaged waste that enters the water can be carried by ocean currents over large areas and even across countries. Presidential Regulation No. 83 as of 2018 emerged in response to the disruption where, by 2025, a target for 70% reduction for marine debris has been set within. Apart from establishing The National Coordination Team on Marine Debris (TKN PSL), Presidential Regulation No. 83/2018 elaborates synergistic and measured strategies to reduce marine debris, known as the National Action Plan on Marine Debris Handling (RAN PSL). This regulation targets a involves the coordinated efforts of 18 key ministries and agencies, including the Ministry of Home Affairs, the Ministry of Public Works, Ministry of Fishery and Maritime and the Ministry of Industry.
Furthermore, Indonesia plays an active role in regional and global initiatives to tackle plastic pollution. It has engaged in UNEA 5.2 with the objective of developing binding commitments to end plastic pollution including in the marine environment, with the ultimate goal of achieving near-zero plastic pollution by 2040.
In support of this effort, UNDP Indonesia’s Environment Unit, through the Marine Plastic Litter Reduction Acceleration Secretariat Project, has been collaborating with the Ministry of Environment for implementing the RAN PSL and raise stakeholder awareness on reducing marine debris. Strategies include enhancing the secretariat’s institutional setup, fostering partnerships, and developing a robust communication strategy. These efforts aim to improve coordination among task forces, increase public and stakeholder awareness, and achieve a 70% reduction in marine plastic litter by 2025 and beyond. The secretariat is required to build coordination and collaboration with local governments, private sector entities, NGOs, and donor organizations.
To ensure the effective implementation of this project, a Communication and Stakeholder Engagement Assistant is needed. This role is essential to support project work related to coordination of stakeholders, maintain public awareness, support project in term of maintaining partnerships, and promoting behavioural changes to support the reduction of marine debris. Responsibilities include provide initial draft of communication strategies, supporting outreach campaigns, and transparent reporting on progress towards achieving project goals.
Duties And Responsibilities
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
NPSA holder will directly report to Project Coordinator in the Project Management Unit.
The NPSA holder will carry out functions in close coordination with Ministry of Environment and under the direct supervision UNDP Project Coordinator. As part of duty, the NPSA holder will support to the marine debris secretariat social media campaign to gain the public awareness related to marine debris issues.
