Job description

Jakarta, Indonesia (with travel to project-supported districts in Papua and East Java)

Position Title: National MEAL Coordinator

Hiring Organization: CORE Group, Inc. to be paid from the US

Type of Employment: Full-time consultancy

Duration of Contract: November 1, 2026 – August 31, 2027 (with the possibility of extension)

Duty Station: Jakarta, Indonesia (with travel to project-supported districts in Papua and East Java)

Reports to: CGPP Indonesia Secretariat Director

Candidates must currently reside in Indonesia.

Background

The CORE Group Partners Project (CGPP) is a multi-country, multi-partner initiative that provides on-the-ground technical assistance and guidance to support host country efforts to strengthen immunization systems, disease surveillance, and essential community-based health services. Globally, CGPP works across five technical areas (polio, maternal and child health, nutrition, malaria, and global health security) through existing networks of international and local NGOs operating in hard-to-reach areas with low immunization coverage. At the country level, a Secretariat coordinates the work of CGPP partner organizations in a manner that complements the efforts of all implementing partners. In Indonesia, CGPP supports national health strategies by strengthening routine immunization and polio eradication efforts while promoting maternal and child health through integrated community-based interventions.

CGPP works with the Government of Indonesia to improve maternal and child health (MCH) outcomes and strengthen routine immunization and polio eradication in selected districts of Papua and East Java and other CGPP-supported areas.

The CGPP Indonesia Secretariat, led by the Secretariat Director based in Jakarta, coordinates with the Ministry of Health (MOH) and other ministries, US Department of State (US DOS) Foreign Assistance team, UNICEF, STRIDES (FHI 360), other Global Polio Eradication Initiative (GPEI) partners, and Wahana Visi / World Vision Indonesia. The Director regularly briefs these stakeholders on project performance. Those briefings depend on project data that is complete, validated, and consistent with national MOH indicators and US DOS reporting requirements.

Purpose of the Position

CGPP Indonesia will engage a National MEAL Coordinator as a full-time consultant to make every number, report, and presentation that the Secretariat Director takes to the MOH and the US DOS accurate, consistent, and on time.

The National MEAL Coordinator will provide oversight support to CGPP Indonesia to ensure quality data and reporting. Working under the guidance of the CGPP Indonesia Secretariat Director, the consultant will:

1. Ensure CGPP project data is complete, accurate, timely and consistent with national MOH guidelines and indicator definitions and with US DOS Foreign Assistance reporting guidelines.

2. Ensure the quality of all CGPP Indonesia reports, data summaries, and briefings before submission.

3. Prepare and quality-check the presentations and briefing materials the Secretariat Director uses with MOH, US DOS, GPEI partners, and other forums.

4. Strengthen MEAL systems and capacity across the Secretariat and partner teams so that data is used for decisions and learning.

Scope of Work and Key Responsibilities

1. Data quality and alignment with MOH and US DOS guidelines

Review the CGPP Indonesia MEAL framework, indicator reference sheets, and data collection tools; align to CGPP Global MEAL Framework, indicator definitions, disaggregation, and reporting periods with MOH national standards (immunization, MCH, and surveillance systems) and with US DOS Foreign Assistance reporting requirements.

Map source of the CGPP data (community, health facility, district, and partner sources) and document data flows, responsibilities, and reporting timelines.

Establish and run a routine data quality assurance system: monthly validation checks, periodic data quality assessments (DQAs), and spot checks during field visits.

Reconcile CGPP-reported results with MOH district and provincial data; flag and resolve discrepancies with field teams and partners before results are reported.

Maintain a single, version-controlled master dataset and indicator tracking table as the official source for all CGPP Indonesia figures.

2. Quality of reports

Review all CGPP Indonesia reports before submission (monthly updates, quarterly and semi-annual reports, annual reports, and ad hoc donor requests) for data accuracy, internal consistency, correct use of indicators, and clear analysis.

Validate monthly data updates, performance indicators, and partner-reported results, as required by the Secretariat Director.

Develop standard reporting templates and a reporting calendar with internal deadlines that allow time for review.

Write the results and data analysis sections of reports, including progress against targets and explanations of variance.

3. Presentations and briefings for the Secretariat Director

Prepare data-driven presentations, briefing notes, fact sheets, and talking points for the Director’s meetings with MOH, US DOS, GPEI partners, UNICEF, STRIDES, and other coordination forums.

Ensure every figure in these materials matches the master dataset and the latest submitted report.

Produce clear charts, maps, and dashboards that show progress, gaps, and priority actions.

Attend key meetings with the Director when requested, capture data-related questions and action points, and follow up.

As per guidance of the CGPP Indonesia Director, represent CGPP Indonesia in national-level platforms.

4. Monitoring, evaluation, and learning

Support the design and management of planned CGPP assessments, surveys, and evaluations, including terms of reference, tools, data analysis, and reports.

Lead regular data review and reflection meetings with the Secretariat and provincial teams to turn findings into program adjustments.

Document lessons learned, success stories, and good practices for internal learning and external sharing.

5. MEAL systems and capacity strengthening

Work with the CGPP National Program Manager and MEAL team to harmonize workflows and maintain common MEAL standards across all partners.

Train and mentor national and provincial staff on indicators, data collection, data quality, and data use.

Recommend practical improvements to digital data tools and dashboards, in line with MOH systems.

6. Accountability

Support community feedback and accountability mechanisms so community concerns are recorded, analyzed, and reported to decision-makers.

Ensure data protection, confidentiality, and ethical standards in all data collection and storage.

Reporting and Working Relationships

Reports to: CGPP Indonesia Secretariat Director, who sets priorities, approves deliverables, and certifies payment.

Technical guidance: CGPP Global Secretariat MEAL team and Senior Technical Advisor, for global indicator and reporting standards and program quality.

Internal: CGPP National Program Manager, CGPP Indonesia MEAL team, Provincial Team Leaders, Wahana Visi / World Vision Indonesia program and MEAL staff, and finance and grants teams.

External: MOH (national, provincial, and district health offices), US DOS Foreign Assistance team, UNICEF, STRIDES (FHI 360), and other GPEI partners, for data-related coordination as delegated by the Director.

Supervisory responsibility: None. As a consultant, the MEAL Coordinator provides technical guidance and mentoring but does not supervise staff.
