Position Overview

This position supports the implementation of Managed Access + Reserve (MA+R) strategies to improve coastal fisheries in 10 districts of Southeast Sulawesi Province. Reporting to the SE Sulawesi Program Implementation Manager, the Associate collaborates with other teams and departments. The primary responsibilities include establishing new MA+R sites in three locations, building the capacity of Fisheries Management Bodies (FMBs) for community-based fisheries management, promoting the adoption of MA+R, and providing programmatic support to site implementation teams.

The Associate provides strategic support and mentorship to site teams and partners, offering analytical and scientific guidance to Rare to ensure the successful implementation of MA+R’s pillars: policy and governance, community-based management, and innovative financing. Site visits will be conducted as needed to monitor program progress. The Associate will manage and communicate progress using project management tools and other communication methods.

Essential Functions

The MA+R Program Implementation Associate will, in coordination with the SE Sulawesi Program Implementation Manager, perform these key functions:

• Develop capacity-building and monitoring tools to strengthen the Fisheries Management Body (FMB) roles and sustainability.
• Support FMB’s development of sustainable financing plans for fishery management.
• Provide direct support and mentoring to field teams, partners, and communities.
• Assist partners in overcoming implementation barriers, such as relationship management and skill gaps.
• Manage and facilitate the production of project deliverables with partners.
• Provide regular progress reports of MA+R implementation.
• Support campaign plan development with creative approaches.
• Review and provide feedback on program products and reports.
• Manage and communicate program progress using reporting tools.
• Collaborate with Rare teams and partners to ensure quality standards are met.

Qualifications:

• Three years of experience in coastal community development, behavior change, small-scale fisheries, or sustainable natural resource management.
• Bachelor’s degree in social science, marine conservation, fisheries, or community development; or equivalent combination of academic and professional experience.
• Demonstrated experience working with the government at various levels.
• Demonstrated experience in community organizing and facilitation.
• People-oriented approach to work.
• Proficiency in MS Office, graphics, and social media.
• Ability to influence and manage others without direct supervision.
• Proven ability to thrive in team environments, be solution-oriented, and build relationships across cultures and distances.
• Strong self-management skills and the ability to prioritize tasks effectively.
• Able to travel to different project sites up to 40% of the time.
