Job summary

Fubon Bank (Hong Kong) Limited is seeking a senior Operational Risk professional to lead risk management tool implementations, oversee ORE reviews, and maintain the OR-2 framework for business continuity in a dynamic banking environment.

The role requires 8+ years of experience, strong leadership and bilingual proficiency in English and Chinese, and a deep understanding of regulatory requirements.

Qualifications

• University graduate or above.
• Strong analytical skills and able to work independently and under pressure.
• Proficiency in English and Chinese, written and spoken.
• 8 years or more of relevant experience in risk management or internal control.
• Good understanding of policies, procedures and regulatory requirements.
• Strong leadership and people management skills.
• Proficient PC skills including MS Office.

Responsibilities

• Lead the implementation and optimization of risk management tools to identify key risk areas and report assessments.
• Oversee review of Operational Risk Event (ORE) reports for completeness and validate root cause analyses.
• Manage review of KPE and KRI templates and CSA/KRI assessment reports; track action plans.
• Provide expert risk assessments including climate risk and regulatory gap analyses for new products/services.
• Maintain the operational resilience (OR-2) framework and run scenario testing for critical operations.
• Champion business continuity and drive resolution of issues from BCP drills.
• Oversee Third-Party Risk Management (TPRM) framework and vendor risk oversight.
• Compile and review regular/ad-hoc risk reports and ICAAP assessments for senior management and regulators.
• Design and conduct training programs to promote operational risk management and internal control.
• Perform ad hoc duties as assigned by Head of Operational Risk Management or senior management.

Job description

• Lead the implementation and optimization of risk management tools to assist business and support units in identifying key risk areas, establishing control standards, executing checking mechanisms, and reporting assessment results.
• Oversee the review of Operational Risk Event (ORE) reports to ensure completeness, validate root cause analysis, and verify the effectiveness and adequacy of preventive measures proposed by business or support units.
• Manage the review of KPE and KRI templates, regular CSA and KRI assessment reports, and maintain comprehensive records. Monitor and track the execution of action or preventive measures stated in these assessment reports.
• Provide expert advice and operational risk assessments, including climate risk in relation to physical risk assessment, for new products/services, control measures in regulatory requirement gap analysis reports, and guidelines/SOPs.
• Lead the maintenance of the operational resilience (OR-2) framework and scenario testing for critical operations to ensure business continuity under stress.
• Champion business continuity management activities, drive the resolution of issues identified in the BCP drill testing.
• Oversee the maintenance and enhancement of the Third-Party Risk Management(TPRM) framework, ensuring robust oversight of vendor risks.
• Compile and review regular or ad hoc risk management reports, stress testing reports, and conduct ICAAP assessments on operational risk for submission to senior management, parent company, and/or regulators.
• Design and conduct training programs to promote operational risk management and internal control, fostering a strong risk culture across the organization.
• Perform ad hoc duties or projects assigned by the Head of Operational Risk Management or senior management.

Requirements

• Strong analytical skills and able to work independently and under pressure
