Job summary

We+ Asia is seeking an IT Program Manager for a utility client in Hong Kong to lead governance and ensure delivery quality. You will oversee end-to-end project delivery, manage cross‑functional teams across onshore and offshore, and optimize processes using waterfall, hybrid, or agile methods.

The role requires a university degree and 8+ years in enterprise IT project delivery, with experience in vendor negotiations and senior stakeholder engagement. PMP/PRINCE2 are highly regarded.

Qualifications

• A recognised university degree in Business Administration, Information Technology, Computer Science, or related disciplines
• Strong knowledge and understanding of IT Project Management methodologies
• At least 8+ years in project/program delivery within complex enterprise environments
• Experience managing large-scale technology projects ($10M+), navigating vendor-heavy projects/programs
• Proven experience in working with Executives and Senior Stakeholders
• Previous experience in contract/vendor negotiations and management
• Excellent communication skills, as well as influencing and leadership skills
• Professional project management certifications such as PMP and PRINCE2 are highly regarded.

Responsibilities

• Lead end-to-end project delivery (Business Case Development, Design, Implementation and Closure)
• Plan and lead projects working with cross-functional teams (Onshore and Offshore) in IT and Business to deliver project outcomes using traditional waterfall, hybrid, or agile delivery models.
• Develop and maintain a detailed financial plan and resource allocation plan for the project.
• Deliver, maintain and update high-quality project artefacts, reporting, and documentation.
• Engage with and manage senior stakeholders, vendors, and external partners.
• Support change management, compliance, and continuous improvement
• Identify and manage the project changes, risks and issues promptly that may impact project delivery.
• Maintain continuous communication with the stakeholders, working groups, and steering committee on the project status and project reporting.
• Promote continuous learning within the project team and a collaborative team environment.
• Mentor junior project managers and team members and champion best-practice delivery.
