Job summary

ALL-STAR AGENCY is hiring a Senior Data Governance Manager in Hong Kong to lead group‑wide data and AI governance, quality and protection standards within the Data Science & Governance team.

The role requires at least 7 years of data governance experience, including 3+ years in management, with strong knowledge of data warehouses, data lakes and master data management, plus fluency in English and Chinese.

Responsibilities

• Assist the Section Head in establishing bank‑wide data governance standards and controls covering data privacy, sharing, protection and AI governance.
• Define and maintain the Data and AI Governance Framework, including policies, standards, governance metrics, processes and data control measures.
• Keep the Data Governance team abreast of best practices, local regulations and compliance requirements, and translate these into practical guidance for the Bank.
• Collaborate with business and support units to develop policies and guidelines, coordinate governance forums, and prepare materials for data and AI governance committees.
• Lead and mentor team members, championing data quality and protection standards that enable best‑in‑class analytics and support new product and market opportunities.
• Contribute to an enterprise data governance roadmap, improving data processes, efficiency and risk management, and ensure adherence to the Bank’s risk control and regulatory requirements in daily work.

• Minimum 7 years’ data governance experience, including at least 3 years in a managerial role within financial services and/or fintech.


• Proven experience establishing and monitoring data governance frameworks, data quality and data protection practices, with knowledge of data warehouses, lakes and master data management.


• Strong understanding of banking business and operating models and the Hong Kong regulatory environment for data and AI use.


• Advanced analytical skills with the ability to visualise opportunities and issues from data, and excellent communication and negotiation skills with senior stakeholders.


• Proficient in spoken and written English and Chinese, comfortable operating in cross‑functional, data‑driven project environments.
