Artistic Design & Engineering Ltd is seeking a highly responsible Registered Safety Officer (RSO) to oversee site safety management for construction projects, including ventilation and lighting enhancement works, in full compliance with HK safety laws and CIC requirements.

You will oversee site safety management for our construction projects, including ventilation and lighting enhancement works, ensuring full compliance with Hong Kong occupational safety laws and the Construction Industry Council (CIC) Contractor's Safety Requirements. You will lead the safety team in executing Dynamic Risk Assessments (DRA), managing Permit-to-Work systems, and maintaining a strictly controlled and safe environment for all E&M installation, dismantling, and work-at-height activities.
Safety System Implementation: Fully implement and enforce the CIC Contractor's Safety Requirements across the site.
Dynamic Risk Assessment (DRA): Review and supervise the daily and per-shift Dynamic Risk Assessments, ensuring adequate preventive, control, and protective measures are in place for the workforce, machinery, materials, and environment before work commences.
Permit-to-Work Management: Administer the Permit-to-Work system for high-risk activities, strictly controlling hot work, electrical work, and work at height (including the restricted use of ladders and mobile platforms).
Statutory Records & Inspections: Conduct regular site safety inspections and audits. Coordinate with the designated Competent Person (CP) to ensure statutory inspections and records, such as the signing of Form 5 for scaffolding, are properly executed.
Safety Briefings & Training: Conduct mandatory safety briefings prior to work commencement and submit attendance records within one hour. Verify that all site personnel hold valid construction safety training certificates (Green Card) and specific trade safety training certificates (Silver Card) where applicable.
Site Environment & Health: Enforce site environmental controls, including 5S housekeeping and chemical waste management. Implement strict rest arrangements and preventive measures during Heat Stress at Work Warnings (Amber/Red/Black).
Incident Management: Handle site emergencies and manage incident reporting, ensuring preliminary reports are submitted within 24 hours and detailed investigation reports within 14 working days to the management and relevant authorities.

Professional Qualification: Must be a Registered Safety Officer (RSO) with the Hong Kong Labour Department.
Experience: Proven safety management experience in building maintenance, E&M enhancement, alteration, or renovation projects.
Regulatory Knowledge: Deep understanding of the Factories and Industrial Undertakings Ordinance, Occupational Safety and Health Ordinance, and CIC safety guidelines.
Skills: Strong ability to independently prepare safety documentation (e.g., Method Statements, Safety Plans). Excellent communication and coordination skills to work effectively with subcontractors, frontline workers, and the project management team.
Language: Good command of written and spoken English and Chinese.
