Job summary

PCCW Services Limited seeks an experienced Project Manager to lead delivery plans for the eMPF Platform programme. You will coordinate multiple workstreams across technology, process design and operations in a dynamic environment.

You will drive governance, risk and budget controls, manage vendor relationships, and ensure timely communication with stakeholders, delivering projects through full lifecycle with a start-up mindset.

Qualifications

• Bachelor’s degree or Master’s degree in Computer Science, Information Service/Technology, Engineering, Business or related disciplines.
• Project Management Professional (PMP) or similar certified.
• Minimum 8 years (Senior Manager) / 6 years (Manager) of project management experience, preferably in financial services/public sector and tech projects.
• Experience in digital transformation, MPF / pension operations a plus.
• Experience in managing digital projects through the full lifecycle including testing and implementation stages.
• Exposure to / experience in managing a vendor to deliver a complex large-scale project or sub-projects.
• Strong in internal and external stakeholder management.
• Driven, proactive, highly structured, analytical; able to work under pressure.
• Good command of both spoken and written Chinese and English.
• Willing to work in a start-up style environment with change.

Responsibilities

• Establishing and embedding delivery plans for workstreams of the eMPF Platform.
• Ensuring standard project management techniques and scope are covered, including progress updates, plan management, dependency management, resource allocation, risk and budget control.
• Working across multiple internal and external workstreams relating to technology, process design, operational management, vendor management and commercial delivery.
• Ensuring timely and effective communication across programme work streams and internal / external stakeholders.
• Driving, monitoring and reporting plan delivery across all stages of the project lifecycle.
• Actively using risk management approaches to maximise project delivery.
• Managing an indirect delivery team often including third party suppliers.

Ensuring standard project management techniques and scope are covered, for example progress updates, plan management, dependency management, resource allocation and smoothing, risk management, assumption management, budget control, etc.;

Working across multiple internal and external workstreams relating to technology, process design, operational management, vendor management and commercial delivery as required by relevant work streams;

Ensuring timely and effective communication across programme work streams and internal / external stakeholders;

Driving, monitoring and reporting plan delivery across all stages of the project lifecycle;

Actively using risk management approaches to maximise project delivery; and

Managing an indirect delivery team often including third party suppliers.

Skills and Qualification

Bachelor’s degree or Master’s degree in Computer Science, Information Service/Technology, Engineering, Business or other related disciplines;

Project Management Professional (PMP) or similar certified;

Minimum 8 years (for Senior Manager post) / 6 years (for Manager post) of relevant project management experience, preferably in a financial services and/or public sector environment, and on technology driven projects;

Experience in digital transformation, MPF / pension operations a plus;

Experience in managing the delivery of digital projects through the whole lifecycle including digital projects of high complexity, and in particular, testing and implementation project stages;

Exposure to / experience in managing a vendor to deliver a complex large-scale project or sub-projects;

Strong in internal and external stakeholder management;

Driven, positive, highly structured, proactive, and analytical;

Excellent organization and problem solving skills, and be able to work under pressure;

Good command of both spoken and written Chinese and English; and

Keen and willing to work in a start-up style environment with all the flexibility that requires and level of change involved.
