Job description

A regional fintech in the cross-border / B2B payments space is establishing its licensed money service operation in Hong Kong and needs its first on-the-ground Compliance Analyst/officer to own it.

This is a build role, not a maintenance role. You'll be the named Compliance Officer for the company's HK Money Service Operator (MSO) licence under the AMLO (Cap. 615), the primary face to the Customs & Excise Department (C&ED) and the JFIU, and the person who stands up the AML/CFT framework locally, while plugging into a regional compliance function led from Singapore. Real regulatory ownership, direct regulator exposure, and a seat that grows as the group grows across Asia.

What you'll own
  • Act as named CO for the HK MSO licence - central liaison with C&ED and law enforcement
  • Drive regulatory submissions: periodic returns, licence renewal, C&ED inspections and interviews
  • Build and continuously sharpen AML/CFT policies, systems and procedures to AMLO / C&ED MSO Guideline standard
  • Clear transaction monitoring alerts, screening hits and sanctions matches; prepare and file STRs to the JFIU
  • Run CDD / EDD on a risk-based approach across onboarding and ongoing monitoring
  • Align local risk appetite and policy with group standards alongside the Singapore Compliance Lead
  • Support product launches and new initiatives with compliance and regulatory assessments
What you bring
  • 3-5 years AML / compliance experience in HK financial services (bank, PSP, MSO or similar)
  • Strong working knowledge of the AMLO (Cap. 615), the C&ED AML/CFT Guideline for MSOs, and the MSO licensing regime
  • The independence to engage C&ED, the JFIU and senior management directly - and to challenge the business when it matters
  • Based in HK, eligible to work without sponsorship, and able to satisfy C&ED's fit-and-proper requirements
  • Fluent English and Cantonese; Mandarin a plus for regional work
  • Degree in Law, Finance, Business or related
Edge (not essential)
  • Prior experience as a named CO / MLRO
  • CAMS, ICA or CGSS
Why take it
  • First-hire ownership of a licence build, not a cog in a large team
  • Direct regulator relationships and genuine decision authority
  • Regional exposure across the group's Asian markets from day one
