Job summary

ALL-STAR AGENCY in Hong Kong seeks a Head of Data & AI Governance to drive the design and execution of the group-wide governance agenda. You will shape how the bank manages, protects and leverages data and AI assets to support growth, regulatory compliance and superior customer outcomes.

The role requires a decade of financial services experience, including leadership in data governance and data quality, with strong English and Chinese communication skills.

Qualifications

• University degree in Information Technology, Computer Science, Data Science or a closely related field.
• At least 10 years’ experience in financial services and/or Fintech, including 5+ years in management roles focused on data governance, data management or data quality.
• Proven track record in establishing and operating data and AI governance frameworks, including data quality controls, data protection mechanisms and model governance processes.
• Strong knowledge of data- and AI-related regulatory expectations and emerging trends, combined with deep understanding of banking business models and the local regulatory environment.
• Solid grasp of Master Data Management concepts, tooling and design principles in a financial-services context.
• Advanced analytical skills, able to interpret complex data landscapes, identify risks and opportunities, and translate them into practical governance actions and business recommendations.
• Excellent communication, stakeholder-management and negotiation skills, with a proven ability to influence senior executives and lead cross-functional initiatives.
• Results-driven, resilient and comfortable working under pressure, with strong written and spoken English and Chinese (Cantonese and Mandarin).

Responsibilities

• Define and own the enterprise data and AI governance framework, setting clear policies, standards, roles and metrics for data and model usage across the bank.
• Lead data quality and data protection initiatives, ensuring critical data sets and analytical platforms meet regulatory requirements and industry best practices for accuracy, privacy and security.
• Develop and maintain a multi-year data and AI governance roadmap, coordinating priorities and implementation across business, technology and risk functions to improve consistency and control.
• Identify and champion new data- and AI-driven use cases that enhance products, risk management, operations and customer experience, while staying within governance and ethical boundaries.
• Build strong working relationships with internal stakeholders and external partners (e.g. vendors, regulators), ensuring data-related needs are understood, challenged where necessary, and aligned to the governance framework.
• Lead, mentor and grow the data governance team, managing performance, engagement and capability development to build a high-impact centre of excellence.
