Job summary

Turner & Townsend Hong Kong seeks an experienced cost management professional to provide pre- and post-contract services across construction, infrastructure, utilities and engineering projects. You will support cost planning, procurement, contract administration, cost control and commercial management to help deliver value for clients.

The role requires a Bachelor’s Degree or Higher Diploma in Quantity Surveying or related discipline, with 2–5 years (Assistant) or 5+ years (Cost Manager) of

Qualifications

• Bachelor’s Degree or Higher Diploma in Quantity Surveying, Cost Management, Construction, Engineering, or a related discipline.
• 2–5 years of relevant experience for Assistant Cost Manager; 5+ years for Cost Manager.
• Strong knowledge of quantity surveying, cost planning, procurement, contract administration, variations, and final accounts.

Responsibilities

• Prepare quantity take-offs, cost estimates, cost plans, and budgets.
• Conduct tendering, procurement, tender evaluation, and contract documentation.
• Monitor project costs, valuations, variations, claims, and change control processes.
• Prepare monthly cost reports, cash flow forecasts, and final accounts.
• Support commercial negotiations and contract administration activities.
• Liaise with clients, consultants, contractors, and project stakeholders.
• Contribute to value engineering and cost optimization initiatives.
• Mentor junior team members where applicable.

Role Overview

Provide pre- and post-contract cost management services across construction, infrastructure, utilities, and engineering projects. Support project delivery through cost planning, procurement, contract administration, cost control, and commercial management.

Qualifications

Requirements

• Bachelor's Degree or Higher Diploma in Quantity Surveying, Cost Management, Construction, Engineering, or a related discipline.
• Assistant Cost Manager: 2-5 years of relevant experience.
• Cost Manager: Minimum 5 years of relevant experience in cost management or quantity surveying.
• Strong knowledge of quantity surveying, cost planning, procurement, contract administration, variations, and final accounts.
• Proficiency in CostX or equivalent cost management software and Microsoft Excel.
• Experience in infrastructure, utilities, power, airport, rail, data centre, industrial, or commercial projects is preferred.

Professional Qualifications

• Membership or eligibility for professional accreditation such as HKIS, RICS, CIOB, or equivalent is preferred.
• MHKIS and/or MRICS are highly desirable for Cost Manager-level candidates.
