Job summary

Halton Borough Council is seeking a dedicated temporary Personal Advisor to support care-experienced young people as they transition into adulthood. You will build trust, coordinate Pathway Plans, and work with partner agencies to promote education, employment, housing, health, and wellbeing.

In this frontline role you will assess needs, provide practical and emotional support, maintain accurate records, and ensure safeguarding in line with statutory guidance.

Qualifications

  • Experience of working with vulnerable children, young people or care leavers.
  • Excellent communication and relationship-building skills.
  • A sound understanding of safeguarding principles and relevant legislation.
  • Ability to manage a varied caseload, prioritise effectively, and maintain accurate records.
  • Experience of multi-agency working and developing effective professional partnerships.
  • A person-centred approach that promotes independence, resilience, and positive outcomes.

Responsibilities

  • Provide an efficient, best-value service aligned with policies, procedures and pathway plans.
  • Support care leavers in developing practical independent living skills, including budgeting, housing, education, employment and accessing community services.
  • Deliver targeted interventions identified through Pathway Plans and assessments, ensuring access to entitlements up to age 25 where applicable.
  • Build and maintain positive, professional relationships that place the young person’s voice at the centre of planning.
  • Promote safety, welfare and safeguarding in line with Council procedures.
  • Maintain accurate and timely case records using the Council’s electronic case management systems.
  • Coordinate with internal teams and external agencies to achieve positive outcomes.
  • Promote equality, diversity and inclusion in all interactions.

Job description

Halton Borough Council is looking for a dedicated and compassionate temporary Personal Advisor to join our Care Leavers Team. As a Personal Advisor, you will play a vital role in supporting care-experienced young people as they transition into adulthood. Working within the framework of the Children Act 1989, Children (Leaving Care) Act 2000, and Children and Social Work Act 2017, you will provide practical, emotional, and professional support to ensure young people can access the opportunities, services, and guidance they need to thrive.

About the Role

You will build positive, trusting relationships with care leavers, supporting them to develop the confidence and life skills needed for independent living. Working collaboratively with partner agencies, you will help implement Pathway Plans, undertake assessments, and coordinate services that promote positive outcomes in education, employment, housing, health, and wellbeing.

Key Responsibilities

Provide an efficient, best-value service

Deliver targeted interventions identified through Pathway Plans and associated assessments, ensuring young people receive the support they are entitled to up to the age of 25 where applicable. Build and maintain positive, professional relationships that encourage engagement and place the young person's voice at the centre of planning. Promote the safety, welfare, and best interests of young people, responding appropriately to safeguarding concerns in line with Council procedures. Maintain accurate and timely case records using the Council's electronic case management systems. Work collaboratively with internal teams and external partner agencies to coordinate effective support and achieve positive outcomes. Promote equality, diversity, and
inclusion by recognising and responding to the individual needs of every young person. Comply with the Council's Health and Safety policies and safe working practices. Undertake any other duties appropriate to the role

About You

Experience of working with vulnerable children, young people, or care leavers. Excellent communication and relationship-building skills. A sound understanding of safeguarding principles and relevant legislation. The ability to manage a varied caseload, prioritise effectively, and maintain accurate records. Experience of multi-agency working and developing effective professional partnerships. A person-centred approach that promotes independence, resilience, and positive outcomes. A commitment to equality, diversity, inclusion, and anti-discriminatory practice. Strong organisational skills and the ability to work independently and as part of a team. NVQ or the equivalent.
