Job summary

Halton Borough Council is seeking a dedicated temporary Personal Advisor for the Care Leavers Team. You will support care-experienced young people transitioning to adulthood, building relationships and coordinating services across education, employment, housing, health, and wellbeing.

You will implement Pathway Plans, undertake assessments and ensure access to opportunities and guidance to thrive. Priorities include safeguarding, accurate records, and collaborative teamwork.

Qualifications

  • Experience working with vulnerable children, young people or care leavers.
  • Excellent communication and relationship-building skills.
  • Sound understanding of safeguarding principles and legislation.
  • Ability to manage a varied caseload, prioritise, and maintain records.
  • Experience of multi-agency working and developing professional partnerships.
  • Person-centred approach promoting independence and resilience.
  • Commitment to equality, diversity, inclusion and anti-discriminatory practice.
  • Strong organisational skills and ability to work independently and in a team.
  • NVQ or the equivalent.

Responsibilities

  • Provide efficient, best-value services aligned with policies and pathway plans.
  • Help care leavers develop independent living skills (budgeting, housing, education, employment).
  • Deliver targeted interventions via Pathway Plans up to age 25 where applicable.
  • Build positive relationships and centre the young person’s voice in planning.
  • Promote safety and welfare and respond to safeguarding per council procedures.
  • Maintain accurate, timely case records using electronic systems.
  • Collaborate with internal teams and external partners to coordinate support.
  • Promote equality, diversity, inclusion for every young person.
  • Comply with Health and Safety policies and safe working practices.
  • Undertake other duties appropriate to the role.

Job description

Halton Borough Council is looking for a dedicated and compassionate temporary Personal Advisor to join our Care Leavers Team. As a Personal Advisor, you will play a vital role in supporting care-experienced young people as they transition into adulthood. Working within the framework of the Children Act 1989, Children (Leaving Care) Act 2000, and Children and Social Work Act 2017, you will provide practical, emotional, and professional support to ensure young people can access the opportunities, services, and guidance they need to thrive.

About the Role

You will build positive, trusting relationships with care leavers, supporting them to develop the confidence and life skills needed for independent living. Working collaboratively with partner agencies, you will help implement Pathway Plans, undertake assessments, and coordinate services that promote positive outcomes in education, employment, housing, health, and wellbeing.

Key Responsibilities
  • Provide an efficient, best-value service aligned with Halton Borough Council's policies, procedures, and child care and pathway plans.
  • Support care leavers in developing practical independent living skills, including budgeting, housing, education, employment, and accessing community services.
  • Deliver targeted interventions identified through Pathway Plans and associated assessments, ensuring young people receive the support they are entitled to up to the age of 25 where applicable.
  • Build and maintain positive, professional relationships that encourage engagement and place the young person's voice at the centre of planning.
  • Promote the safety, welfare, and best interests of young people, responding appropriately to safeguarding concerns in line with Council procedures.
  • Maintain accurate and timely case records using the Council's electronic case management systems.
  • Work collaboratively with internal teams and external partner agencies to coordinate effective support and achieve positive outcomes.
  • Promote equality, diversity, and inclusion by recognising and responding to the individual needs of every young person.
  • Comply with the Council's Health and Safety policies and safe working practices.
  • Undertake any other duties appropriate to the role
About You
