Job summary

Transport for London is seeking a Works Controller to manage and control the delivery of electrical maintenance, installation and minor works by direct labour and subcontract resources at Acton. The role focuses on safe, compliant and timely delivery, ensuring assets are maintained and delivered into service in line with standards.

The postholder will deputise the Works Manager, promote high safety standards, monitor regulatory compliance, and lead a safety-focused culture while coordinating

Responsibilities

  • Direct and control a direct labour workforce and subcontractors delivering electrical maintenance, installation, minor works and asset enhancements, ensuring safe, compliant and timely delivery.
  • End-to-end delivery of work activities, including planning, resource allocation, execution, commissioning and handover into operational service.
  • Decision-making authority and prioritisation of work within safety, technical and commercial boundaries.
  • Manage budgets and resources, ensuring cost control and adherence to targets.
  • Provide technical assurance and ensure compliance with standards and regulations.
  • Lead installation, modifications and upgrades to electrical systems to maintain asset integrity.
  • Ensure Health & Safety, Quality Assurance and regulatory compliance, including risk assessments and safe systems of work.
  • Manage workforce performance, including competence development and industrial relations.
  • Engage with internal and external stakeholders for coordination and delivery of works.
  • Manage subcontractor performance to contract standards.

Overview Of Project/role

Reporting to the Works Manager, the role is accountable for managing and controlling the delivery of electrical maintenance, installation and minor works undertaken by direct labour and subcontract resources. The postholder ensures that electrical assets are designed, installed, commissioned, maintained and delivered into service in a safe, compliant and timely manner, meeting all relevant standards and operational requirements. The role supports wider business activities as directed, contributing to overall operational performance.

The job holder is responsible for promoting and maintaining high standards of safety, ensuring compliance with LUL Safety Policy and associated management systems, and actively monitoring safety performance within their area of control. The postholder must demonstrate a thorough understanding of, and compliance with, all relevant statutory and regulatory requirements, including the Health & Safety at Work Act and associated legislation.

The postholder is also expected to deputise the Works Manager when absent, acting as the senior operational lead within their area.

Key Accountabilities
  • Direct and control a direct labour workforce and subcontractors delivering electrical maintenance, installation, minor works and asset enhancements, ensuring safe, compliant and timely delivery
  • Accountable for the end-to-end delivery of work activities, including planning, resource allocation, execution, commissioning and handover into operational service
  • Exercise day-to-day operational and technical decision-making authority, including prioritisation of work, deployment of resources and resolution of complex faults within defined safety, technical and commercial boundaries.
  • Manage allocated budgets and resources, ensuring cost control, efficient delivery and adherence to financial targets
  • Provide technical assurance and subject matter expertise, ensuring all works comply with relevant standards, specifications and statutory requirements
  • Lead the delivery of installation, modifications and upgrades to electrical systems, maintaining asset integrity and operational reliability
  • Ensure full compliance with Health & Safety, Quality Assurance and regulatory requirements, including leading risk assessments, audits and implementation of safe systems of work
  • Manage workforce performance including competence development, appraisals, discipline, absence, engagement and industrial relations, including engagement with Trade Unions where required, promoting a high-performance and safety-focused culture.
  • Engage with internal and external stakeholders, including operations, control centres and contractors, to ensure effective coordination and delivery of works
  • Manage subcontractor performance, ensuring works are delivered to agreed standards, specifications and contractual requirements
  • Monitor and drive business performance, responding to emerging issues and implementing improvements to optimise safety, quality, cost and delivery outcomes
  • Investigate incidents and faults, implementing corrective actions and ensuring lessons learned are embedded to prevent recurrence

  • Strong understanding of BS7671 Requirements for Electrical Installations and electrical safety legislation (e.g. Electricity at Work Regulations) (essential)
  • Knowledge of asset lifecycle management, including planned and reactive maintenance strategies (desirable)
  • Understanding of inspection, testing and certification requirements (e.g. C&G 2391 or equivalent) (essential)
  • Sound knowledge of Health & Safety, Quality Assurance and compliance frameworks in an operational environment (essential)
  • Awareness of contract management, subcontractor control and budget management principles (desirable)
  • Meet the requirements of Approved Electrician (Senior Technician). (essential)
  • Successfully completed a registered apprenticeship including all knowledge and performance assessments, of the Level 3 NVQ in Electrotechnical Services (Electrical Installation Buildings & Structures), the Level 3 NVQ diploma in Installing Electrotechnical systems and equipment (buildings, structures and the environment) or the Level 3 Electrotechnical Qualification (Installation) Apprenticeship Standard (C&G 236 Parts 1& 2 or approved equivalent), plus the industry assessment of occupational competence (the AM2) OR have completed the JIB Mature Candidate Assessment including the AM2.   • Level 3 Award in the Initial Verification and Certification of Electrical Installations and the Level 3 Award in the Periodic, Inspection, Testing and Certification of Electrical Installations (C&G 2391 or equivalent) (essential)
  • BS 7671 18th Edition Regulations (or equivalent) (desirable, but older versions essential)
  • Hold a full UK driving licence (essential)
Experience
  • Substantial experience as an Approved Electrician (Senior Technician) or equivalent in electrical maintenance/installation (essential)
  • Proven experience supervising or leading teams in a safety-critical environment (essential)
  • Experience delivering planned and reactive maintenance within operational constraints (essential)
  • Experience managing subcontractors and overseeing works delivery (desirable)
  • Experience working within strict H&S and regulatory compliance frameworks (desirable)
  • Demonstrable experience of resource planning, cost awareness and operational delivery (essential)
