Job summary

Network Rail in Milton Keynes is recruiting for a Workforce Health, Safety & Environment Manager within Supply Chain Operations (SCO). The role involves managing HSE strategy across sites, coordinating safety improvements and supporting line management on safety issues. Qualifications

Responsibilities

• Monitor the Health, Safety and Environment strategy, objectives and performance within SCO.
• Motivate the team to identify, refine and implement effective safety controls.
• Coordinate HSE activities across NR and external bodies.
• Lead on H&S matters with external organisations and liaison with HSEA team.
• Develop the document control function to ensure fit for purpose and assurance of workforce activities.
• Develop training and competency evaluation for HSEA staff.
• Create workforce HSE improvement projects as per SCO safety plan.
• Provide line management with advice on operational and site safety issues.

About the role

Vacancy type: This role is permanent.

Location: The Quadrant, Milton Keynes.

Hours: 35 hours per week with hybrid working. The role involves some travel to sites, both depots and track, including nights and weekends where required, but flexible working is actively encouraged.

Salary range: £55,596 to £67,813 per annum, depending on skills and experience.

This role sits within Supply Chain Operations (SCO), an area of the business which supplies and delivers the logistics, materials, components, rail and road fleet that enable the maintenance and renewal of the railway. SCO keeps the materials, machinery and components required by its customers moving – making sure they are on-site when needed so work can go ahead as planned and on schedule.

Key Accountabilities

Will have experience in the following:

1. Monitoring the Health, Safety and Environment strategy, business objectives and performance measures to enable Supply Chain Operations to meet its responsibilities for management of key Health and Safety impacts.
2. Motivate the team to continuously identify refine and implement effective controls for occupational safety and railway safety risks, including methods/ means of control and guidance on process.
3. Co-ordinate the HSE activities of the Supply Chain Operations function and maintain effective liaison with other parts of NR and relevant external regulatory bodies.
4. Support periodic meetings on H&S matters with external organisations to share and promulgate best practice and lessons learnt. Act as the point of the contact for the HSEA team.
5. Development of the document control function to certify it is fit for purpose and providing assurance of workforce activities.
6. Development, training and competency and evaluation of the HSEA staff to safely deliver their accountabilities.
7. Create and initiate the development of workforce HSE improvements projects as identified in the SCO safety improvement plan.
8. Direct and lead on providing line management with advice and support for all issues in operational, fleet safety and functional sites of work, in compliance with corporate Health and Safety Management System.
9. Develop effective plans for the implementation of new and revised processes in relation to operational and functional site health & safety.
10. Maintain a comprehensive risk register for workforce health & safety, developing appropriate actions for the removal/reduction of those risks.
11. Development and implementation of environmental assurance arrangements to measure compliance with the Supply Chain Operations EMS and its requirements.
12. Develop workforce communication strategies and confirm that all resources required are suitable and adequate.

Your experience and skills: Supply Chain Operations (SCO) supports Route and Regional colleagues in the delivery of infrastructure, materials, logistics, and customer service (through a national network of facilities and contracts). SCO provides essential support to the on-going enhancement, renewal, maintenance and safety of the railway. The Workforce Health, Safety & Environment Manager roles support the safe delivery of all these activities through a business partnering model. This role will specifically support the Strategic Programmes team who work with contractors to deliver capital projects, and lead on some of the cross SCO safety improvement projects focusing on our Significant Injury and Fatality (SIF) risks and reducing our FWI.
