Job summary

Tees Valley Combined Authority is seeking a proactive Workforce Delivery Officer to support the delivery of skills and workforce development programmes across the Tees Valley.

You will work with training providers, employers and stakeholders, managing a portfolio including devolved Adult Skills Fund programmes, monitoring performance and ensuring funding delivers meaningful outcomes for residents, employers and communities.

Qualifications

  • Experience coordinating, monitoring or supporting delivery of programmes, projects or contracts.
  • Strong relationship-building with providers, employers and stakeholders.
  • Experience in performance monitoring and reporting; ability to analyse data.
  • Understanding of governance, funding requirements and performance management processes.
  • Experience handling information and data accurately with clear record-keeping.
  • Excellent organisational skills and ability to manage multiple priorities.
  • Experience identifying and escalating risks and delivery challenges.
  • Awareness of budgets, value-for-money delivery and financial controls.
  • Excellent written and verbal communication with stakeholder influence.
  • Proactive, solutions-focused approach with commitment to quality and improvement.

Responsibilities

  • Monitor performance and report on progress across workforce development initiatives.
  • Support delivery of programmes and contracts within skills/employment/public sector contexts.

Tees Valley Combined Authority was established in 2016 with devolved powers and funding from central Government transport; infrastructure; education, employment and skills; inward investment and business growth; culture and tourism; and research, innovation and Net Zero.

  • The development of Northern School of Art’s new Middlesbrough campus and regeneration of its Hartlepool campus
  • Driving education and skills at all levels, including our devolved funding over adult education

About the role

We’re looking for a proactive and relationship-focused Workforce Delivery Officer to support the successful delivery of skills and workforce development programmes across the Tees Valley.

Working with training providers, employers, stakeholders and colleagues across the Combined Authority, you’ll play a key role in managing a portfolio of workforce development initiatives, including devolved Adult Skills Fund programmes. You’ll monitor performance, support programme delivery, manage stakeholder relationships and help ensure public funding delivers meaningful outcomes for residents, employers and communities.

This is an excellent opportunity to contribute to programmes that improve skills, support workforce development and help drive economic growth across the Tees Valley while working with a broad range of partners and stakeholders.

Role Requirements

You will be an organised and collaborative individual with experience of supporting the delivery of programmes, projects or services within a skills, employment, education or public sector environment.

You will have:

  • Experience of coordinating, monitoring or supporting the delivery of programmes, projects or contracts, preferably within skills, education, employment or workforce development.
  • Strong relationship-building skills, with the ability to work effectively with providers, employers, stakeholders and internal teams.
  • Experience of performance monitoring and reporting, with the ability to analyse information and identify areas for improvement.
  • A good understanding of programme governance, funding requirements and performance management processes.
  • Experience of managing information and data accurately, maintaining clear records and producing reports for a range of audiences.
  • Strong organisational skills, with the ability to manage multiple priorities and meet deadlines.
  • Experience of identifying and escalating risks, issues and delivery challenges where appropriate.
  • Good financial awareness, with experience of monitoring budgets or supporting value-for-money delivery.
  • Excellent communication skills, both written and verbal, with the ability to build positive working relationships and influence outcomes.
  • A proactive and solutions-focused approach, with a commitment to delivering high-quality services and continuous improvement.
