Job description

Workforce and Improvement Lead – Adult Services – Liverpool

Pay rate – £32.13 per hour

We are recruiting an experienced and driven interim lead to support the development and delivery of a new Adult Social Care Workforce Development Strategy. This role provides strategic leadership and programme management for a citywide workforce plan covering the council’s in-house services, commissioned providers, and the wider care market.

Key Responsibilities:
  1. Support the design and development of Liverpool’s Adult Social Care Workforce Development Strategy, aligned with local improvement plans and national policy.
  2. Oversee workforce data collection, analysis, and needs assessment across delivery arms, providers, and commissioned services.
  3. Support the development of a recruitment and retention strategy addressing local market pressures and supporting sustainable workforce models.
  4. Establish a framework for training, development, and qualifications, ensuring access for internal and external care staff. Support the development of career pathways, leadership programmes, and initiatives to promote inclusion, wellbeing, and resilience.
  5. Engage and collaborate with key stakeholders including NHS partners, independent providers, training organisations, and regional networks.
  6. Produce a clear and deliverable implementation plan with resource and governance recommendations.
  7. Advise on funding opportunities and sustainable workforce investment models.
  8. Provide regular progress updates and strategic advice to the Corporate Director, Directors, senior leaders, and elected members.
