Overview
South Central Ambulance Service (SCAS) Estates Department has an opportunity for an experienced estate professional to join the team in support of waste streaming and energy management. The estate is a mixed portfolio of HQ buildings and offices, data facilities, ambulance stations with multiple support functions (Resource Centres), small ambulance locations, training facilities, fleet management and logistical bases. The Estates Department is responsible for the delivery of a quality estates function, safeguarding buildings and ensuring that equipment is in a safe, operational condition and fit for purpose. The department also ensures that our portfolio meets changing operational needs. We are seeking the expertise to self-deliver a number of integral estate functions and to recruit a Waste and Energy Manager. You will develop relationships to drive compliance and performance, manage service contracts to ensure compliance, and lead service providers through a changing portfolio and environment while minimising disruption and gaining buy-in quickly. You will develop suitable strategies for ongoing improvement and cost efficiency, produce contract budgets and be responsible for cost control and reporting, identify and eliminate risks, and play a lead role in health and safety compliance and in ensuring estate contracts and processes comply with relevant legislation. You will demonstrate health and safety leadership to continually develop our safety culture so that colleagues, patients and suppliers go home safe every day. You will maintain estate documentation and records and manage the flow of documents from the team, specialists and service providers so that records reflect status.
Responsibilities
- Ensure all waste management practices comply with HTM 07-01, NHS Clinical Waste Strategy, Environmental Protection Act, Hazardous Waste Regulations and other statutory guidance.
- Implement and regularly review waste management policies and procedures to ensure compliance and best practices; assist with developing new policies to maintain regulatory compliance.
- Oversee segregation, packaging, labeling, storage, transportation and disposal of all domestic, WEEE, confidential and healthcare waste, including clinical, hazardous and non-hazardous streams.
- Support the Estates Compliance & Performance Manager in striving towards a 100% compliant Estate.
- Undertake investigations into non-compliance incidents with waste regulations and provide reports on outcomes and remedial actions; collect and report waste data and support ERIC data submission.
- Prepare and submit accurate data for the ERIC return and produce regular waste management performance reports for stakeholders, highlighting trends, risks and improvement opportunities.
- Develop and deliver training on waste procedures, promote correct segregation and compliance with HTM 07-01, and act as a point of contact for waste management queries, including Freedom of Information requests.
- Manage relationships with external waste contractors, develop KPIs, participate in procurement/tendering for waste services, and monitor contractor performance for safe and compliant waste handling.
- Conduct regular audits of waste practices to ensure compliance with HTM 07-01 and applicable legislation; identify and mitigate risks and ensure lessons are shared across the Trust.
Utilities & Energy Management
- Develop, implement and manage the Trust's energy management strategy to reduce energy consumption and carbon emissions, in line with the Green Plan and NHS England "Delivering a Net Zero NHS" goals.
- Identify, evaluate and implement energy-saving initiatives and projects, including building services upgrades, optimizing energy use and integrating renewable energy sources.
- Ensure compliance with energy legislation and ISO 50001; monitor energy consumption and identify trends and opportunities for improvement.
- Manage supplier payments and invoice processing to ensure timely payment to energy providers and cost savings.
Green Plan & Collaboration
- Contribute to delivering energy-related components of the Trust's Green Plan and align energy initiatives with broader environmental objectives.
- Support achievement of carbon reduction targets by promoting renewable energy and energy-efficient technologies.
Qualifications & Skills

- Experience in estates, facilities, or waste/energy management within a complex organizational setting.
- Knowledge of HTM 07-01, environmental legislation, and energy standards (ISO 50001) is desirable.
- Strong contract, supplier, and risk management skills; ability to lead service providers and manage budgets.
- Excellent communication, training, and stakeholder engagement capabilities.
