Job description

Are you an experienced operational leader ready to shape the future of two essential public services? Mansfield District Council is looking for a forward-thinking Waste Services and Fleet Manager to lead the delivery of our waste and recycling services and all aspects of Fleet Services, including vehicle maintenance.

This is an opportunity to make a visibledistrict-wide impact: setting high operational standards, developing the workforce, turning performance insight into improvement, and ensuring that the people, vehicles and resources behind our front-line services are deployed effectively.

About the Role:

Reporting directly to the Assistant Director Neighbourhood Services, you will have the scope to influence both day-to-day delivery and longer-term direction. You will lead the workforce, take responsibility for operational service standards, manage the effective deployment of vehicles, staff and materials, and work with managers and colleagues to create a positive working environment and deliver shared ambitions.

You will lead projects and programmes, evaluate performance and benchmarking information, and use your findings to develop services, plans and strategies. With responsibility for multi-million-pound budgets, you will shape annual budget plans, monitor expenditure, lead relevant procurement activity, support funding bids and lead the Trade Waste service to maximise profitability.

The role also gives you a strong professional voice. You will advise the Assistant Director on operational matters, provide technical advice across waste and recycling functions, make decisions and recommendations where operating-policy guidelines do not exist, and represent the Council at relevant meetings and local, regional and national forums.

As a nominated operator‑licence (‘O’ Licence) holder for the authority, you will lead driver and vehicle compliance. You will also champion continuous improvement, report on service progress and performance, maintain good public relations, and lead the investigation of and responses to complaints.

About You:

We are looking for a credible and supportive leader who combines strong operational judgement with the ability to bring people with them. You will have significant experience of waste management and operational management, together with experience of budgetary management, managing teams and individuals, and managing absence within a large workforce.

You will be an effective problem-solver and forward planner with strong interpersonal and relationship-building skills. You will be comfortable working at both strategic and operational levels, developing plans and people while remaining ready to respond to the practical demands of front-line service delivery.

You must have detailed knowledge of waste and recycling legislation and national standards, knowledge of health and safety legislation, and knowledge of Microsoft Office. Experience of delivering publicity campaigns and working with external agencies is also essential. Experience of working within a political environment is desirable.

The essential qualification and professional requirements are:

  • Chartered Waste Manager status, or active progress towards it;
  • a Level 7 qualification in leadership or another relevant discipline, or active progress towards one;
  • a degree-level qualification in an environmental or waste-management discipline, or demonstrable experience in waste-management operations;
  • a Certificate of Professional Competence in Road Transport Operations, or active progress towards it; and
Working Arrangements:

The postholder will be required to work outside normal working hours, attend evening meetings, and work weekends and/or bank holidays as part of the role. You will also participate in a depot call-out rota, including alarm call-outs where required, and must be available to cover operational deployment when needed.

The postholder is eligible for a casual car user allowance.
