Main Responsibility

We’re offering a fantastic opportunity to join us as a Void Property Project Manager in our newly formed Voids Team. As Voids Property Project Manager you will be responsible for delivering a successful, high quality void refurbishment programme. You will provide great support to your team to ensure all our void homes are refurbished to a high standard and a consistent, high quality offering that drives great value for money.

Whilst having an eye for detail and customer care, the Void Property Project Manager will be a commercially driven to ensure that void properties are let quickly to a high standard, whilst leading a highly motivated results-driven team to ensure that Barcud offer value for money to our tenants. The role requires a combination of technical skills, strong communication, and a commitment to high standards of completed work. These skills will contribute to the overall success of the voids process and puts our tenants at the heart of what we do, maintaining and caring for our homes and, collaborating with colleagues to achieve the best outcomes for our tenants

This is one of two roles across the Barcud operating area, therefore excellent communication skills are required as well as the ability to co-ordinate projects across most parts of mid-Wales. The post holder will manage their own team, and cover for when their counter-part is on leave.

On an operational level, attendance is expected at the weekly voids team meeting, with visits booked to schedule all the voids work, ensuring that essential health & safetyprecautions are undertaken, and asbestos and any other necessary surveys are undertaken so that any refurbishment work can commence once the keys are handed in.

On a strategic level, post-holders will prepare update reports to their line managers to be presented regularly to the Barcud Board.

Necessary experience and skills –

  • Experience of managing a high performing team in the repairs and/or voids environment
  • Experience of working within the voids sector, carrying out pre, post audit and quality inspections
  • Experience in formulating specifications, managing schedules of works and technical diagnosis
  • Experience of staff and contractor management
  • Experience of writing and disseminating technical reports
  • Good understanding of the relevant legislation, statutory and regulatory requirements
  • Appreciation of the welsh language and desire to promote its use within the work environment

Key Responsibilities

Management:

  • To lead on void properties refurbishment in a timely and professional manner provide operational leadership for EOM, whilst overseeing the day-to day operations, improving the efficiency of the business whilst ensuring tenant care and satisfaction remain a priority.
  • To develop and promote a culture of continuous improvement, tenant focus and employee engagement.
  • Ensure the seamless delivery of the voids process exceeding targets and exceeding expectations.
  • Ensure that all risk assessments and method statements are up to date, the extent of work in each dwelling is clear and that all colleagues wear the required personal protective equipment, are mindful of how their actions can affect others and ensure that no un-invited guests enter a void property without prior notice.
  • Accurately estimate the cost of work to ensure reliable commitments can be made,
  • Any re-chargeable work will be scheduled separately and the out-going tenant invoiced for any non-wear-and tear damage caused.
  • There will be frequent liaison with the Housing officers as well as the Responsive Repairs officers throughout the process, with opportunities for property inspections by others where safe to do so.
  • Costs and materials used will be monitored closely as well as colleague efficiency and productivity. Any capital items replaced will be recorded separately, so that our stock condition data can be updated accurately.
  • The post-holder will meet monthly with their Manager and Accountant to report on performance, resources and budgets, as well as forecasts and ensure that all work is undertaken within the Barcud Financial Regulations and Policies
  • Monitor the performance of the team and any sub-contractor, ensuring that the service provided is of a high quality, is responsive, and captures and records performance indicators.
  • Work with the Procurement officer, and the manager and Director to develop and manage a robust contract procurement and management process that reflects best practice.
  • Demonstrate a commitment to equality and diversity in both the delivery of services and to staff.

Financial

  • To strengthen our financial viability by delivering efficiencies in existing services, and evaluate new opportunities that arise in order to improve performance.
  • Demonstrate good financial acumen and an understanding of company accounts, ensuring that there is accurate job costing and that accurate records are kept by all operatives
  • Ensure there are proper systems of financial control, risk assessment and performance management in place at all times.
  • Check and authorise all supplier payments, ensuring that jobs are financially closed in a timely manner.

Performance

  • To successfully complete all voids work with all certification within 14 days.
  • To meet regularly with the team to provide a clear direction to ensure that void properties are managed effectively, giving praise where praise is due, but also managing any poor performance to an effective conclusion.
  • Monitor key issues such as productivity levels, quality of work and ‘right first time’ approach, so that no return visits are required.
  • Monitor the work to ensure that objectives are achieved.
  • Prepare monthly reports to the Manager on progress against performance targets, financial performance and tenant feedback on the quality of completed voids.

Staffing, Suppliers and Subcontractors

  • Ensure that all training is up to date and apprentices and all operatives are performing and exceeding pre-defined targets.
  • Negotiate with suppliers to ensure that the materials supply chain works effectively.
  • Ensure that all colleagues are trained to a suitable standard, take their Health & Safety responsibilities seriously, and that all their accreditation / competence requirements are current and up to date.

Health & safety and Compliance

  • Contribute to internal and external audits and actively respond to, lead, and implement recommendations as necessary.
  • Ensure that all current health & safety legislation is adhered to with method statements and risk assessments undertaken where appropriate, as well as ensuring that asbestos surveys and all necessary precautions are undertaken.

Tenants and Customers

  • Ensure that all tenants are satisfied with the re-let standard of the new homes.
  • Be considerate of neighbours ensuring that noisy activities are undertaken during normal working hours wherever possible.

Generic

  • During quiet periods, assist other team leaders to ensure that an excellent service is offered to all tenants, by sharing resources to assist with performance in other areas.

  • Foster a climate of continuous improvement, participating in service improvement projects as and when required.

Personal Specification

Qualifications:

  • Recognised HND technical qualification e.g. building surveying or member CIOB (desirable)

Experience:

  • Experience of managing a similar range of works packages on time, on budget, with a high level of customer care and satisfaction.
  • A track record of getting work done correctly the first time.
  • Providing a customer focused service.
  • Evidence of achieving excellence in the delivery of services and commitment to continuous improvement.
  • Information Technology literate.
  • A minimum of 3 years’ experience in the private sector

Knowledge/Skills:

  • Possess good construction knowledge including health and safety legislation, fire safety, and CDM Regulations. A positive and proactive problem solver with excellent decision-making skills, with the ability to offer creative solutions to complex property related scenarios.
  • Experience of effective financial and budgetary control.
  • Ability to plan, organise and prioritise effectively, in order to achieve targets and meet deadlines. Sound verbal, reasoning and written communication skills.
  • Be fluent in the Welsh language, both verbal and written. (Desirable)
  • Have a full UK driving licence.
