Job summary

Cardiff Council is seeking a VAWDASV Partnerships Contract Manager to lead the overall management and development of the VAWDASV pathway across Cardiff and the Vale of Glamorgan, ensuring delivery of statutory duties, commissioned services, and strong partnerships.

The role involves managing contracts with a network of partners, shaping regional strategy with the Vale of Glamorgan, monitoring performance, handling complaints, line managing staff, and representing the council at multi-agency

Qualifications

• Significant experience in housing, homelessness, or VAWDASV/safeguarding services.
• Strong experience managing contracts, partnerships and multi-agency relationships.
• Experience handling complaints and sensitive situations.
• Proven line management experience including supervision and performance management.
• Experience analysing data and producing high-quality performance reports.

Responsibilities

• Lead on the management and development of the VAWDASV pathway across Cardiff and the Vale of Glamorgan.
• Manage contracts and relationships with a complex network of stakeholders while ensuring statutory compliance.
• Develop, implement and monitor regional VAWDASV strategy with the Vale of Glamorgan.
• Monitor, analyse and report service performance to senior leaders.

This is a significant opportunity to lead strategic partnership work and deliver meaningful impact across Cardiff and the Vale of Glamorgan.

An exciting opportunity has arisen for a skilled and committed professional to join the Partnerships & Joint Commissioning Team within Adults, Housing & Communities as a VAWDASV Partnerships Contract Manager.

This team plays a critical role in developing, commissioning, and overseeing services that support vulnerable individuals, working collaboratively with a wide range of partners including Health, Local Authorities, and Third Sector organisations.

This post is subject to ongoing funding arrangements and will be reviewed on an annual basis.

About the job

You will lead on the overall management and development of the VAWDASV pathway across Cardiff, ensuring the effective delivery of statutory duties, commissioned services, and partnership arrangements

The role will involve:

• Managing contracts and relationships with a complex network of stakeholders, ensuring high-quality service delivery and compliance with statutory requirements
• Leading the development, implementation, and monitoring of regional VAWDASV strategy in partnership with the Vale of Glamorgan
• Monitoring, analysing, and reporting on service performance to senior leaders
• Acting as the lead officer for resolution of complaints and enquiries relating to VAWDASV services
• Line managing staff responsible for coordinating the Council’s VAWDASV strategy and supporting delivery of key programmes such as the National Training framework
• Ensuring representation at multi-agency forums such as safeguarding meetings and MARAC
• Driving service development and continuous improvement within a trauma-informed and psychologically informed framework
• Supporting the implementation of legislative and policy change across housing, homelessness, and safeguarding services

This role requires strong leadership, partnership working, and the ability to operate effectively in a complex and sensitive service area.

What We Are Looking For From You

Experience

The successful candidate will demonstrate:

• Significant experience working within housing, homelessness, or VAWDASV/safeguarding services
• Strong experience of managing contracts, partnerships, and multi-agency relationships
• Experience of handling complaints, escalations, and sensitive situations
• Proven experience of line management, including supervision and performance management of staff
• Experience of analysing data and producing high-quality reports to inform service delivery and performance monitoring

Skills

• Ability to interpret complex legislation and translate it into operational practice
• Strong leadership, negotiation, and influencing skills
• Excellent organisational skills with the ability to manage competing priorities
• High-level ICT and data analysis skills
• Excellent written and verbal communication skills, with experience engaging diverse stakeholders and chairing meetings

Knowledge

• Good working knowledge of homelessness and housing legislation, including the Housing (Wales) Act 2014 and Renting Homes (Wales) Act 2016
• Good knowledge of the VAWDASV (Wales) Act and safeguarding frameworks for adults and children
