Utilities Contract Manager
Slough
Temporary 6 Months+
Full time - Hybrid

An exciting opportunity has arisen for an experienced Utilities Contract Manager to join a Local Authority in Slough, overseeing multi-million-pound energy contracts across a diverse property portfolio.

THE ROLE
  1. You will be responsible for managing the council's utilities contracts for electricity, gas, and water across over 6000 properties, streetlighting, and 135 general fund assets.
  2. Oversee the expenditure of circa £3.5 million across utilities contracts, ensuring billing accuracy and value for money.
  3. Lead the procurement of a new Energy Broker by March 2026, including scope creation, framework identification, and full tender process.
  4. Collect, analyse, and benchmark energy data to support planning, forecasting, and KPI performance monitoring.
  5. Produce and present monthly spend updates and annual business cases for political approval.
  6. Develop and implement energy risk management and mitigation strategies.
  7. Work collaboratively with Housing, Property, and Sustainability teams to keep asset records accurate and ensure contract alignment.
  8. Develop a 5-year energy strategy for the authority.
THE CANDIDATE
  1. The ideal candidate will have a strong background in managing large and complex public sector energy projects and contracts.
  2. Proven experience overseeing energy contracts across multiple assets and contract types.
  3. Demonstrable success in running public sector energy procurement exercises.
  4. Skilled in modelling energy usage and cost data for accuracy and forecasting.
  5. Strong analytical and reporting capabilities with political stakeholder engagement.
  6. Experience delivering value through contract performance management and energy strategy development.
THE CONTRACT
  1. 37 hours per week, Monday to Friday.
  2. Hybrid working, 3 days per week office based.
  3. Temporary - 6 months, likely for extension.
  4. The pay range for the role is £550.00 per hour LTD company rate. The PAYE equivalent is £468.88 per hour, inclusive of holiday.
