Job summary

Pulsar Measurement in the UK is seeking a UK Procurement Manager to deliver the procurement strategy across UK sites, building resilient supplier partnerships and driving value.

You will lead the Purchasing team, shape supplier performance metrics, and collaborate with Planning, Engineering and Operations to balance cost, quality and risk while supporting growth and continuous improvement.

JOB SUMMARY

The UK Procurement Manager is responsible for delivering the organisation’s procurement strategy, ensuring a resilient, cost-effective, and high-performing supply base aligned with business objectives across both UK sites.

Operating at a strategic level, the role leads procurement transformation rather than day-to-day transactional activity, focusing on building long-term supplier partnerships, driving sustainable value creation, and enabling the wider national and international supply chain to deliver operational and commercial excellence.

The role also leads, develops, and mentors the Purchasing team, creating a high-performing, commercially focused function. The role fosters a culture of continuous improvement, accountability, and strategic thinking, ensuring the team is equipped with the tools, skills, and processes required to deliver best-in-class procurement.

Salary on offer £60,000 - £70,000

PRINCIPAL DUTIES & RESPONSIBILITIES
Operational Leadership
  • Deliver the UK procurement strategy in alignment with business objectives, focusing on cost, quality, delivery, and risk.
  • Translate strategic procurement objectives into effective operational execution across the Purchasing function.
  • Manage and optimise supplier performance through structured KPI tracking (cost, OTIF, quality, responsiveness).
  • Support the Operations Director with insight, reporting, and recommendations on supply chain performance and risk.
  • Lead sourcing, negotiation, and contract management activities to deliver cost improvements and secure supply continuity.
  • Act as the first point of escalation for key supplier issues, driving timely resolution and mitigation.
  • Develop and maintain effective working relationships with key suppliers to support service, quality, and cost objectives.
  • Group and manage suppliers into categories based on importance, risk, and impact on the business.
  • Monitor supplier performance and drive improvement plans where required.
  • Support supplier development initiatives to improve capability, quality, and delivery reliability.
  • Ensure dual sourcing and risk mitigation plans are in place where appropriate.
  • Apply Lean principles within procurement and supply chain processes to eliminate waste and improve efficiency.
  • Lead continuous improvement activity across purchasing processes, including lead time reduction, MOQ optimisation, and stock turns improvement.
  • Use data and KPIs to identify trends, inefficiencies, and opportunities for improvement.
  • Support cross-functional CI initiatives that impact supply chain performance.
People Leadership & Capability Development
  • Lead, coach, and develop the Purchasing team on a day-to-day basis.
  • Ensure clear roles, responsibilities, and performance expectations are in place.
  • Build capability in negotiation, supplier management, and ERP utilisation.
  • Drive a culture of accountability, continuous improvement, and professionalism within the team.
Health, Safety & Environmental Compliance
  • Ensure safe sourcing, handling, and storage of materials, including ESD-sensitive components.
  • Maintain compliance with relevant HSE and environmental regulations.
  • Support audits and ensure procurement processes align with regulatory and internal standards.
Planning & Cross‑Functional Collaboration
  • Work closely with Planning, Engineering, Operations, and Customer Services to align procurement activity with demand and production schedules.
  • Balance material availability with inventory targets to support working capital objectives.
  • Provide input into planning processes based on supplier constraints and lead times.
  • Support resolution of supply issues impacting production or customer delivery.
TRAVEL

Travel requirements are limited but may be required to fulfil business demands. Travel will not usually be required outside of the UK.
