Job Description:

UK & Ireland Head of Procurement & Heathrow H7 Lead Procurement Manager

Department: Commercial

Location: Project Based

Reports to: UK & Ireland Commercial Director & Project Line Manager (typically Project Commercial Lead)

Key relationships: UK & Ireland Head of Supply Chain, Project Directors, Commercial, Delivery Team, Client, Project Controls, Planners, Supply Chain, and other project contacts.

Role:

You will report to the Heathrow Project Commercial Lead and manage supplier procurement and supply chain processes in accordance with company procedures and policies. Additionally, you will ensure the implementation of the Ferrovial Construction UK & Ireland Supply Chain strategy across all projects in the region.

Key Responsibilities:

  • Manage and maintain a team of buyers across projects within the Heathrow H7 framework.
  • Ensure compliant onboarding of suppliers & subcontractors.
  • Conduct tenders and comparisons following company and client procedures.
  • Prepare and issue Purchase Orders.
  • Ensure timely processing of purchase & hire requisitions.
  • Maintain a Supplier List dashboard with key metrics: performance, spend, scope.
  • Update colleagues on critical dates.
  • Monitor Purchase Order progress with suppliers to ensure timely deliveries.
  • Maintain a full register of materials & hires per contract package, considering remaining credit, key dates, WBS codes, etc.
  • Resolve invoice queries and discrepancies.
  • Assess price comparisons and upload data onto INSITE procurement system.
  • Maintain file management on Asite/approved repositories.
  • Adhere to company systems, procedures, and processes.
  • Communicate effectively with suppliers, site teams, and other departments.
  • Promote Ferrovial Construction UK Vision and Values.
  • Complete end-of-contract supplier evaluations.
  • Advise Project Management/Senior QSs on course of action implications.

The following additional duties pertain to the UK & Ireland Project Controls Lead role:

  • Develop procurement strategy for the UK & Ireland.
  • Design and implement reporting strategies and dashboards.
  • Update and maintain procurement procedures.
  • Support project performance analysis and reporting.
  • Facilitate annual Supply Chain conferences.
  • Hold B2B meetings and maintain action logs.
  • Mentor procurement managers and team members.
  • Lead procurement forums and coordinate with various functions.
  • Coordinate with Madrid Central Procurement team.
  • Develop and oversee training and development plans.
  • Lead the UK & Ireland Procurement audit program.
  • Support tendering with procurement strategies and management plans.
  • Identify risks and opportunities, resolve issues.
  • Work with HR/EIR on supply chain risks.
  • Identify cost-saving and service improvement opportunities.
  • Produce reports and dashboards using Power BI.
  • Prepare and assess cost forecasts.
  • Participate in recruitment for procurement staff.
  • Uphold company values in all stakeholder interactions.

Skills and Competence:

  • Proven procurement leadership experience.
  • Strong organizational skills and multitasking ability.
  • Ability to work under pressure with attention to detail.
  • Excellent verbal and written communication and presentation skills.
  • Commercial awareness, understanding of order terms, and NEC contracts.
  • Strong IT skills, including advanced Excel and Power BI proficiency.
  • CIPS qualification at level 4 or higher.
  • Good interpersonal skills and team management ability.

Dedication:

The Head of Procurement will split their time approximately 85/15 or 80/20 between project duties and wider UK & Ireland responsibilities, based in their project location with regular travel to Chiswick and other sites.
