Job summary

George Eliot NHS is recruiting a Twilight and Night Clinical Site Manager to oversee senior clinical and operational activities during twilight/night shifts, including weekends. The role is fixed-term for 6 months (secondments considered) with a 37.5-hour week and a closing date of 9 October 2026.

Interview date is 23 October 2026. The post requires autonomous leadership across the Trust to maintain safe patient flow and bed management.

Qualifications

• Degree / Diploma in Adult Nursing or equivalent.
• Evidence of post-registration study and NMC revalidation.
• Leadership qualification or equivalent experience.

• Working autonomously, the post holder will provide senior clinical and operational support to patient flow managers and discharge liaison teams, collaborating with divisional managers, matrons, multidisciplinary teams and on-call senior managers. They will manage and communicate site issues to maintain safe, effective Trust-wide services.
• Out of hours, the post holder will act as the most senior clinical operational manager, providing leadership and support to staff across the Trust and contributing to Safer Nursing Care quality standards.
• The role provides dedicated twilight and night cover during the winter months, supporting the organisation through periods of increased demand and operational pressure.

Main duties of the job

• To provide senior clinical operational site management cover during twilight and night shifts, including weekends and bank holidays, on internal rotational basis.
• To co-ordinate the hospital site on a shift-by-shift basis ensuring the delivery & achievement of SAFER Nursing Care Quality Standards.
• To advise and lead Patient Flow Managers to plan & deliver patient flow and capacity management.
• To proactively manage patient flow to ensure achievement of elective and emergency work streams, inter-hospital repatriations, internal transfers and discharges across the Trust.
• To take prompt corrective action and/or elevate any patient flow or clinical site issues, that may impact business continuity, in accordance with trust bed management & escalation policies and full capacity protocol.
• To demonstrate advanced clinical reasoning, judgement and decision-making skills to support appropriate, safe patient placement.
• To recognise high risk, complex clinical situations regarding patient care and prioritise promptly the actions needed for the safety and well-being of patients.
• To work collaboratively with multi-professional teams across the Trust to proactively facilitate the safe transfer of patients from Emergency Department, Ambulatory Care, Day Units, Intensive Care, Theatres and all inpatient wards.

Job responsibilities

• The post holder has responsibility for day-to-day operational co-ordination & management of all clinical and non-clinical site issues, as well as facilitating patient flow throughout the Trust. This is with the objective of ensuring that the patient is admitted in accordance with key local and national access targets, receives the right treatment in the right place and is signposted to alternative service providers in accordance with agreed pathways & protocols of care.
• The post acts as senior clinical support for the patient flow managers and discharge liaison team. Working autonomously, but in collaboration with divisional managers, matrons, multi-professional teams and on-call senior managers, the post holder will ensure the timely action and communication of all site issues ensuring Trust wide services are maintained by responding proactively.
• Out of Hours the post holder assumes responsibility as the most senior clinical operational manager supporting all staff across the Trust to ensure the safe and effective use of resources to provide quality patient care. This post is integral to the delivery of Safer Nursing Care quality standards.

• To prioritise own workload, act promptly and effectively to meet the regular unpredictable situations that may occur within this role.
• To deliver a high level of visibility within the Emergency Department proactively supporting the clinicians, nurse coordinators and progress chasers to achieve & maintain 4hr Emergency Care pathway quality standard.
• To be part of the emergency response team in the event of medical emergencies, fire and out of hours will be the first response to serious untoward incidents and urgent security issues.
• To provide initial response out of hours in the event of Major Incident and/or Internal Incident as per trust policy, being fully aware of responsibilities under the Major Incident and Internal Incident Procedures.
• To ensure effective & appropriate use of beds and all resources, maintaining clinical quality & safety, in accordance with trust policies & procedures and national quality indicators.
• To lead the operational bed meetings drawing on the appropriate senior support as and when required, interpreting and risk assessing site status information.
• To access and utilise information required to enable effective decision making and effective management of patient flow and resources.
• To accurately compile electronic bed status reports for operational bed meetings: bed availability, discharge forecasts, Emergency Department activity, 4hr and 12hr breach performance and operational/staffing issues.
• To maintain accurate and up to date information relating to all emergency admissions, inpatient electives, inter-hospital repatriations, ward discharges and outlying patients.
• To collate trust situation reports, for internal or external purposes, in accordance within NHS England and ICs requirements.
• To demonstrate an expert working knowledge of all Trust IT systems relevant to this role including; patient flow portal, electronic bed screen, West Midlands Ambulance conveyance and Patient Transport tools .
• To work collaboratively with the Lead Clinical Site Manager for the delivery of an effective service by actively contributing to the development of team service standards, evaluating, and updating protocols for this specialist team.
• To actively support the Lead Clinical Site Manager to develop, implement and monitor the clinical governance strategy for the capacity team in line with Trust and National objectives. This includes the implementation of systems for identifying and reporting clinical risk.
• To participate in audits to improve processes that reduce delays and improve pathways.
• To act as a senior resource for capacity team members and clinicians across the Trust, sharing knowledge and informing best practice on capacity and patient flow management.
• To proactively contribute to site operational management policy development, acting within local, Trust and statutory guidelines always.
• To work according to the NMC Code of Conduct and other professional guidelines, complying with all NMC revalidation requirements.
• To undertake technical skills such as intermediate life support, IV drug administration, cannulation & venepuncture to support the delivery of high-quality patient care across the Trust.
• To actively support the Lead Clinical Site Manager with the induction, training, appraisal, and personal development of all junior team members.
• To ensure the patient flow managers acquire and maintain an appropriate repertoire of management, clinical and administration/clerical skills to develop their competencies in line with agreed staff development reviews
• To ensure the effective running of the capacity team in the absence of the Lead Clinical Site Patient Manager and attend appropriate meetings as delegated.
• To supervise and support junior team members throughout shift.
• To risk assess and review ward/department staff levels throughout the shift in accordance with Trust SAFER staffing policies.
• To respond positively to staffing issues out of hours, ensuring safe nursing skill mix cover is maintained to meet patient acuity/dependency, either via redeployment of existing staff, or authorising temporary staff.
• To ensure Capacity and Enhanced Care Team members use resources efficiently and in a sustainable and environmentally friendly manner.
• To provide an initial response to any serious untoward incidents, in accordance with Trust policy, and assist in any investigations as required.
• To sensitively respond to complaints and ensure that they are communicated to the appropriate divisional teams and in managed in accordance with Trust policies and procedures.
• The post holder will have responsibility for the operational management of clinical and non-clinical site issues across the Trust, facilitating safe and effective patient flow. The role will ensure patients are admitted in line with local and national access targets, receive appropriate treatment in the right setting, and are directed to alternative providers where required under agreed pathways and protocols.

Experience and Knowledge

• Minimum 2 years Band 6 experience in acute hospital setting
• Knowledge and understanding of patient flow management
• Evidence of working autonomously and as part of a team
• Experience of conflict management

Qualification(s) and Professional Training

• Degree / Diploma in Adult Nursing
• Evidence of post registration study and NMC revalidation compliance
