The Role

We are seeking a proactive and detail-oriented Transport Planning Officer to programme manage the coordination and delivery of public transport and other mitigation measures funded through Section 106 agreements in connection with airport expansion. This is an opportunity to work on a high-profile project with regional significance to ensure that developer contributions are effectively translated into sustainable transport improvements.

The role will sit within our Strategic Transport Planning Team. The Team is responsible for the development and review of the council’s transport policies and strategies alongside formulating action plans and programmes to ensure they are delivered. The team works at all levels including with senior officers and members as well as regional and national partners.

Responsibilities

• Project Coordination: Coordinate the planning, implementation, and monitoring of public transport and other schemes funded through S106 obligations related to airport development.
• Stakeholder Engagement: Work closely with internal teams, local authorities, transport operators, the airport, and community stakeholders to ensure alignment and timely delivery of mitigation measures.
• Funding Management: Track and manage S106 contributions, ensuring compliance with legal agreements and financial accountability.
• Programme Delivery: Develop and maintain project plans, risk registers, and delivery schedules for public transport interventions.
• Technical Input: Provide transport planning expertise to assess the effectiveness of proposed mitigations and recommend enhancements where necessary.
• Monitoring & Reporting: Prepare regular progress reports, performance dashboards, and updates for senior management and elected members.
• Policy Compliance: Ensure all activities align with local transport policies, planning conditions, and statutory requirements.

The post is career graded as set out below and ideally we are looking to appoint someone with qualifications and experience suitable for levels 7-8:

About You

We are looking for an experienced transport planner who can demonstrate aptitude and enthusiasm for this role.

You will have:

• Experience in transport planning, infrastructure delivery, or project management within a local authority or consultancy setting.
• Strong understanding of Section 106 agreements and the planning process.
• Experience in delivering or coordinating public transport projects.
• Excellent communication and stakeholder management skills.
• Ability to manage budgets, timelines, and competing priorities effectively.
• Degree or equivalent standard in relevant subject.
