Strathclyde Partnership for Transport (SPT) is the largest of Scotland’s seven Regional Transport Partnerships, established by the Transport (Scotland) Act 2005. As well as running the iconic Glasgow Subway, SPT delivers an extensive range of public transport services including bus stations and subsidised bus services, delivers projects directly and in partnership with others, and is responsible for preparation of the statutory Regional Transport Strategy for the west of Scotland.
We have an exciting opportunity for a Transport Economist to join the Clyde Metro team within our wider Policy & Planning team. SPT is leading on the preparation of the Case for Investment (CFI) for Clyde Metro, a step change in public transport for the region, working alongside project partners Glasgow City Council and Transport Scotland. The next stage of the CFI will involve delivery of eight work packages including development of a Programme Business Case. In addition, the team is actively involved in a range of other key regional projects which incorporate business case elements including bus reform.
About The Role
The Transport Economist will lead the delivery of the Programme Business Case workstream of the CFI and associated consultancy commission(s). This workstream is pivotal to the CFI and will draw upon inputs from across the other seven workstreams. The role will ensure the Programme Business Case workstream is robust and provides a compelling case for Clyde Metro. The postholder will act as a Subject Matter Expert (SME) for the Programme Business Case workstream and will work with the wider Clyde Metro team to ensure it is delivered in a co-ordinated manner.
You will support, as required, other workstreams and business cases across SPT’s projects and programmes, including any bus reform proposals arising from SPT’s Strathclyde Regional Bus Strategy. The postholder will also support delivery of subsequent Clyde Metro business case workstreams following completion of the CFI phase of the programme.
About You
The successful candidate will have a Degree or equivalent experience in a transport planning related subject/economics or demonstrable relevant qualification/HND/PG Dip. You will have in-depth knowledge of economics, cost benefit analysis and wider economic impacts in a transport and/or business case development context. You will have knowledge of HM Treasury and Transport Scotland guidance on business cases as well as experience in applying it to major programmes.
Full time hours will be 35 hours per week working Monday to Friday. However, you may be required to undertake work outwith this norm to meet the responsibilities of the post.
Whilst you will be based at 131 St Vincent Street, Glasgow, SPT operate a hybrid working pattern which allows 40% home working (i.e. 2 days per week Monday to Friday).
