About the Borough

About the Service and Team

This role will sit within the Residents and Communities Directorate as part of the Transforming Communities Programme, but works across a wide range of council services and with external partners. Kingston has developed a very ambitious transformation agenda, which includes a number of large strategic programmes that will transform the way services are delivered and improve outcomes for residents.

The regeneration of the Cambridge Road Estate (CRE) is a once in a generation opportunity to provide new housing and community facilities for residents in an area of inequality in the borough. The impact of the regeneration will be felt widely across the Norbiton neighbourhood, so the new community spaces on the estate need to be relevant and accessible for a wide range of audiences.

About the Role and Our Ideal Candidate

This is an 18 month fixed term contract project management role working in the Community Hubs team and is directly responsible for the project management of the development and delivery of the new community facility on the Cambridge Road Estate (CRE). This role will report directly to the Transforming Communities Programme Director and have the opportunity to work across the council and with partners, stakeholders and residents.

This role will lead the project management of some key transformation projects; and will lead on stakeholder engagement working with officers at all levels of the organisation to support project delivery, provide project assurance and ensure we are delivering our transformation benefits in line with our critical path for transformation.

This role is not only a supportive one but there will be opportunities to lead on key pieces of work and to support the overall development and delivery of the new community hub.

Responsibilities and Requirements
  • Have a proven track record of managing complex change and transformation projects in a public sector setting and delivery of positive outcomes
  • Have experience of working on capital programmes and understand the complexity of a large scale regeneration programme
  • Need to have strong leadership skills to lead and direct specific pieces of work
  • Be able to manage effective relationships across the organisation in a complex stakeholder environment. This includes evidencing stakeholder engagement and management skills, at all levels of an organisation, including political stakeholders
  • Have a collaborative approach to delivering change, positive outcomes and benefits
  • Be competent with PPM delivery models and core practices including; risk management, business case development, organisational skills, influencing and problem solving
  • Be competent in budget management
  • Successful track record of delivering benefits - financial and non financial
  • Be an excellent communicator, problem solver and influencer

Salary range £53,172 - £58,461 per year
