Job summary

Sandwell Council seeks an experienced Programme Manager to lead large-scale transformation across a portfolio of services. You will oversee initiatives from concept through business case development to implementation, embedding change and realising benefits for residents and communities.

You will provide leadership, establish governance, manage risks and engage senior stakeholders to drive delivery and measurable impact across Sandwell.

Qualifications

• Must have degree-level qualification and recognised programme/change management qualifications.
• Experience delivering large transformation programmes and managing organisational change.
• Strong governance, planning, risk and dependency management with benefits realisation.

Responsibilities

• Leading transformation programmes through the full lifecycle, from discovery to implementation and benefits realisation.
• Translating strategic objectives into deliverable programme plans, milestones and workstreams.
• Establishing programme governance with robust monitoring, reporting and assurance.
• Managing programme risks, issues, dependencies and budgets to maintain delivery confidence.
• Driving stakeholder engagement across all levels and building support for change.
• Leading multidisciplinary project teams, suppliers and experts to achieve objectives.
• Developing and maintaining programme roadmaps with clear milestones and dependencies.
• Embedding new processes and ways of working into BAU operations.
• Tracking financial, operational and customer benefits to demonstrate impact.
