Transformation & Compliance Strategic Lead

Hemel Hempstead (Hightown House)
63,250 per annum - 35 hours per week

At Hightown, we believe everyone should have a safe home and the support they need. Our Care & Supported Housing (C&SH) Directorate supports over 800 people across 90 services, including individuals with learning disabilities, mental health needs, and those experiencing homelessness. With around 1,000 dedicated staff, we are committed to delivering high-quality, person-centred services.

Your Role

As Transformation & Compliance Strategic Lead, you will report directly to the Director of Care & Supported Housing and lead two key functions:

  • C&SH Support
  • C&SH Housing & Asset Management

You will be responsible for driving innovation, ensuring regulatory compliance, and embedding a culture of continuous improvement across our services and properties.

Key Responsibilities

  • Strategic Transformation: Design and implement a transformation strategy to enhance service quality, customer experience, and operational efficiency.
  • Compliance Leadership: Ensure full compliance with all regulations such as, but not limited to, CQC, Ofsted, HHSRS, and the Supported Housing (Regulatory Oversight) Act.
  • Data & Performance: Develop robust data systems to track outcomes, inform decisions, and support business intelligence.
  • Stakeholder Engagement: Build strong partnerships with commissioners, local authorities, and internal teams.
  • Growth & Innovation: Identify funding and tendering opportunities, and lead key departmental projects.

What You Will Bring

  • A degree or equivalent experience in housing, social care, or business management
  • Professional qualifications in compliance, leadership, or project management
  • CIH Level 5 in housing (or a commitment to undertake and complete this qualification if not already held)
  • Proven experience in regulated care or housing environments
  • A full UK driving licence with access to a car and business insurance.
  • Strong understanding of supported housing frameworks and regulatory standards
  • Excellent analytical, communication, and leadership skills
  • A collaborative, values-driven approach with a focus on equity and co-production
