Job description

This role is Inside IR35.

Clearance: DV

Contract Length: 2 years

Location: London/Hybrid – required to attend meetings across various locations, likely London once per week

Must have:

  1. Manage critical government relationships with Telecommunication Operators to ensure complex technical work can be taken forward and provide vital capabilities for the law enforcement and intelligence communities.
  2. Proven experience working with Telecommunication Operators, law enforcement, intelligence agencies, with sensitive capabilities, and a thorough understanding of the Investigatory Powers Act.
  3. Demonstrable experience in stakeholder engagement, delivery management, or telecoms operations (5-10 years).
  4. Appropriate security clearance level.
  5. Ability to provide oversight to the work of Telecommunication Operators to assure the delivery of new and improved capabilities.
  6. Experience working with or within government agencies, particularly in national security, law enforcement, and intelligence contexts.

Essential skills and experience:

  1. Build and maintain strong working relationships in an incredibly complex stakeholder environment to facilitate collaboration and achieve successful outcomes for the business.
  2. Good understanding of telecoms operations and their regulatory compliance requirements.
  3. Ability to align delivery with national priorities, legal frameworks, and long-term capability needs.
  4. Ensure the Telecommunication Operators Delivery Team delivers vital operational capabilities for operational colleagues.
  5. Manage the commercial processes with Telecommunication Operators to oversee and assure their work.
  6. Demonstrated success in delivering secure and resilient technology solutions in regulated environments.

Overview:

Day-to-day management and leadership of the project and team. Design project structure, set delivery methodologies, and manage transition phases. Develop and draft the Business Case and budget, track delivery, identify skill requirements, and manage resources. Deliver the Business Case benefits and outcomes, ensuring the Benefits Realisation Strategy is in place.
