Job Description: The Technology Solutions Technology Control Office ("TCO Europe") is responsible for providing governance, oversight, and challenge to ensure that technology services operate within TD's risk appetite and comply with applicable enterprise standards, regulatory and audit obligations, and internal control requirements. The TCO Europe Specialist is required to work closely with both the local and international technology, business and governance teams to strengthen the control environment, manage technology risk and resilience, support regulatory compliance initiatives, and drive the remediation of identified control gaps, audit findings, and regulatory actions. The team plays a key role in enhancing operational resilience capabilities across the organization, including disaster recovery, resilience testing, technology governance, risk reporting, regulatory engagement, and continuous control improvement. The function supports both global initiatives and regional regulatory requirements, including Digital Operational Resilience Act (DORA), operational resilience frameworks, and technology risk management programs. Position Overview The Technology Controls Office (TCO) Specialist supports the governance, oversight, and execution of technology risk, resilience, compliance, and control activities across TD Securities and TD Bank Group technology organizations within Europe and globally. The role partners with technology and business stakeholders to identify, assess, monitor, report, and mitigate technology risks while supporting compliance with enterprise policies, regulatory requirements, and industry best practices. The role supports the development and maintenance of a strong technology control environment through proactive risk identification, governance oversight, regulatory compliance activities, control assessments, audit coordination, resilience program, and executive reporting
Technology Risk, Governance and Controls Provide subject matter expertise and guidance on technology risk, governance, controls, operational resilience, and regulatory compliance. Support the identification, assessment, escalation, and management of technology risks, issues, and control gaps. Review existing and proposed technology practices technology processes, services, and control frameworks to identify opportunities to strengthen the control environment. t Support governance committees and management forums through risk reporting, metrics, dashboards, and management information.
Operational Resilience & Disaster Recovery Support the governance and oversight of operational resilience and disaster recovery programs Coordinate resilience testing, recovery exercises, simulation events, and lessons learned activities. Assess compliance with enterprise resilience standards and applicable regulatory expectations. Drive continuous improvement initiatives to strengthen resilience capabilities, recovery readiness, and testing maturity.
Regulatory Compliance, Audit & Governance Support regulatory compliance initiatives, including DORA, Operational Resilience, EBA Guidelines, and other applicable technology risk requirements. Coordinate responses to regulatory reviews, examinations, and information requests. Support internal and external audits through stakeholder coordination, evidence gathering, issue management, and remediation tracking. Monitor emerging technology, cybersecurity, resilience, and regulatory requirements and assess potential impacts to the organization. Develop and track remediation plans for audit findings, regulatory actions, and identified control deficiencies.
Knowledge Sharing / Management Promote the use of knowledge management processes and tools. Share / leverage successful products, processes, and best practices across TD Bank Group (TDBG) Technology Drive initiatives to proactively support knowledge sharing within the TDBG Technology organisation, business and corporate leadership teams. Contribute to continuous improvement by leveraging quality improvement methodologies (Six Sigma, Voice of Customer, etc.) Continuously enhance knowledge/expertise and keep current with industry trends and certifications. Continuously enhance knowledge of the TD application, systems and infrastructure components that can contribute to effective service delivery. Work with global colleagues to maintain a knowledge base of regulatory requirements and best practices.
