Technical Building Manager

Role Purpose

Manage the day-to-day operational activities in line with all health and safety, environmental and company procedures, related general legislation and client/tenant requirements. Due to the complexity of the property it would be advantageous to have a technical background as well as a good understanding of building services systems.

This includes ensuring the adherence to the budgetary costs and customer service standards and management of onsite personnel.

Role Specific Particulars

The property is a large premises located in Central London. The successful candidate will be part of a site team of a General Manager and Facilities Co-ordinator and will be an essential asset to the property, colleagues, clients and occupiers.

Key Responsibilities

  1. To ensure the fabric of the building both externally and internally is maintained and serviced to a high standard in accordance with the management contract and agreed budgets. This includes the achievement of all key performance indicators reference those set by the client and that of the Company.
  2. To be responsible for the drafting, monitoring and reporting of the service charge budget and expenditure for the site(s).
  3. To carry out regular inspection audits of the site(s) and take/organise remedial action if and where required.
  4. To ensure the agreed planned maintenance programme is carried out in accordance with the laid down timetables.
  5. Conduct regular inspections of the building fabric and take appropriate action when required.
  6. To work with key stakeholders and external consultants in ensuring a maintenance and repair programme is in place.
  7. To compile and maintain records relating to the site(s); e.g. asset register, plans, plant testing, life cycle plans, critical spares etc., taking any action which may be required.
  8. To nurture and develop an effective working relationship with the tenants and ensure operational queries raised by them are dealt with efficiently.
  9. To chair where relevant tenant meetings, and to participate accordingly, both individual and group.
  10. To ensure all health and safety audits are carried out in accordance with the planned programme and all follow-up actions are carried out within due timetable. This includes ensuring that Meridian is regularly monitored and updated in accordance with all the Health and Safety requirements.
  11. To be responsible for Environmental management on site, in compliance with CBREMS/client policies.
  12. To ensure fire and other evacuations are carried out on a regular basis in accordance with the health and safety requirements. This includes ensuring the emergency plan and related site maps are continually updated.
  13. To liaise with local authorities as appropriate.
  14. To oversee and manage major work programmes on site, acting as the liaison point for all parties involved, including on-site and external contractors.
  15. To produce regular management reports in accordance with the needs of the business.
  16. Direct line management responsibility of onsite CBREMS personnel. Ensure all CBREMS personnel are trained in accordance with the needs of their roles. This includes carrying out regular performance reviews, setting objectives for appraisals and general people management.
  17. To oversee and regularly review the work carried out by contractors to ensure the required standards are achieved and maintained in accordance with the contractual agreement.
  18. Any other duties as in accordance with the needs of the business.

Technical Responsibilities

  1. Monitor onsite M & E issues through to resolution, acting as a technical support and guide working alongside the M & E Contracts Manager and associated service providers.
  2. Undertake regular meetings with the M&E maintenance contractor and lift contractor, ensuring all PPMs are current and up to date. Review and mark KPIs and other performance related requirements.
  3. Carry out regular documentation review, reviewing all PPMs works are logged with remedials/extra works quoted and completed.
  4. Review RAMS and approve Permits of M&E works taking place on site. Provide the onsite teams of proposed works and details of contractors attending site.
  5. Manage, oversee, and hold meetings for any M&E Landlord project works, as and when required.
  6. Undertake technical Licence to Alters on behalf of the client for tenant's refurbishment/fitout works, ensuring there is no impact on the Landlord's M&E systems. Hold regular meetings with tenant's pre-start and during their works and if required, witness and review all commissioning documentation after completion.
  7. To provide technical support to the engineering team and take ownership of Incident Reports and After Incident Reviews when required.
  8. Drive a culture within the team, where energy saving and environmental sustainability is a natural behaviour.
  9. To ensure the highest engineering standards are achieved and always maintained by both 3rd party specialist and engineering staff alike. To oversee competencies of 3rd party specialist and engineering staff.

Person Specification/Requirements

  1. Educated to degree level or equivalent in a technical qualification (City and Guilds or BTEC)
  2. Previous experience of facilities management of property or portfolio of properties. This includes Line Management responsibility for Company personnel and contractors and management of service agreements.
  3. Knowledge of technical aspects of premises management.
  4. Excellent customer service, interpersonal and communication skills.
  5. Good awareness of Health and Safety legislation and knowledge of environmental protection requirements, ideally IOSH or NEBOSH qualified.
  6. IT literate together with an understanding and experience in industry-specific IT applications.
  7. Ability to work on own initiative and within a pressurised environment.

Technical Qualifications/Experiences

  1. Appropriate technical qualification/s
  2. Experience of maintaining cooling towers.
  3. Experience of BMS and other property-related plant and equipment.
