Technical Services Manager


Contract Length: Approximately 6 Months


Rate: Up to £500 per day (Umbrella)


Sector: Facilities Management / Critical Infrastructure / Healthcare Estate

Overview

An opportunity has arisen for an experienced Technical Services Manager to support the management of engineering compliance, asset lifecycle planning, and technical assurance across a large and complex healthcare estate. The estate comprises a diverse portfolio of buildings of varying ages and functions, containing a wide range of critical infrastructure and building services systems. The successful candidate will act as the technical authority, ensuring engineering standards, statutory compliance, and asset management obligations are met while supporting the delivery of planned asset replacement programmes. This is a highly technical role focused on compliance, asset management, and lifecycle assurance rather than project management.


Key Responsibilities

Technical Compliance & Assurance


  • Act as the technical lead for building services engineering matters across the estate.

  • Review engineering systems and asset replacement proposals to ensure compliance with relevant legislation, standards, and operational requirements.

  • Audit maintenance activities, planned preventative maintenance (PPM) programmes, commissioning records, and compliance documentation.

  • Provide technical guidance and support to project delivery and operational teams.

  • Review technical specifications, designs, drawings, and contractor submissions.

  • Ensure all engineering activities comply with statutory requirements and industry best practice.

  • Support technical investigations and provide recommendations for engineering improvements.


Asset & Lifecycle Management


  • Support the development and maintenance of long-term lifecycle plans for critical building assets.

  • Maintain asset data integrity and contribute to asset condition assessments.

  • Review asset performance and replacement strategies to ensure operational resilience.

  • Assist in the planning and prioritisation of asset renewal programmes.

  • Monitor lifecycle activities against agreed plans, budgets, and contractual obligations.

  • Produce lifecycle reports, dashboards, and technical documentation to support decision-making.


Project & Operational Support


  • Provide technical assurance for planned asset replacement projects.

  • Review scopes of work, specifications, and engineering designs prior to implementation.

  • Support the integration of lifecycle projects within a live operational environment.

  • Participate in project reviews, commissioning activities, and technical handovers.

  • Ensure all project documentation, O&M manuals, drawings, and certification are complete and accurate.

  • Work closely with operational teams to minimise disruption during planned works.


Stakeholder Management


  • Build effective working relationships with operational teams, contractors, consultants, and client stakeholders.

  • Communicate complex engineering issues clearly to both technical and non-technical stakeholders.

  • Provide technical advice to support operational and strategic decision-making.

  • Promote continuous improvement and best practice across engineering and asset management activities.


Candidate Requirements

Essential


  • Extensive experience within building services engineering, facilities management, asset management, or technical services environments.

  • Strong understanding of mechanical, electrical, and building fabric systems.

  • Experience auditing maintenance activities, compliance records, and engineering documentation.

  • Detailed knowledge of statutory compliance requirements and engineering governance processes.

  • Ability to review engineering designs, specifications, and technical submissions.

  • Strong understanding of asset lifecycle management principles.

  • Excellent communication and stakeholder management skills.

  • Proven ability to work within complex, operationally critical environments.

  • Professional membership of a relevant engineering institution, or working towards chartered status.

  • Authorised Person (AP) status in one or more disciplines, such as High Voltage, Water, or Ventilation, or equivalent experience.


Desirable


  • Experience working within healthcare, government, education, emergency services, or other highly regulated environments.

  • Understanding of lifecycle planning within PFI or PPP contracts.

  • HNC, HND, or Degree in Mechanical, Electrical, or Building Services Engineering.

  • Experience managing engineering compliance within large, multi-building estates.

  • Commercial awareness and experience supporting lifecycle budgets and forecasting.

  • Knowledge of healthcare engineering standards and guidance.
