Job summary

MMP Consultancy Limited seeks an experienced Head of Engineering for an interim 3-month role based in South East London. The post offers a hybrid working pattern (3 days in the office, 2 days at home) and an inside IR35 rate of £500 per day.

• Senior leadership experience in housing, asset management, or property services.

• Financial management and commercial awareness.

Responsibilities

• Lead delivery of engineering, compliance and building safety services across the housing portfolio.
• Develop strategies covering lifts, electrical systems, gas, heating, fire safety and CDM compliance.
• Provide strategic leadership on asset compliance and engineering matters.
• Manage and develop a high-performing team and drive service excellence.
• Oversee contracts and procurement for major investment programmes.
• Ensure statutory compliance obligations are met and risk is managed.
• Provide expert advice to senior leadership and elected members on engineering matters.

Job description

MMP Consultancy is seeking an experienced Head of Engineering for an interim opportunity based in South East London. This is an initial 3-month contract with the potential for extension, offering a hybrid working arrangement of 3 days in the office and 2 days working from home. This is an interim position paying £500pd inside of IR35.

Working within Asset Management, you'll lead the strategic delivery of engineering, compliance and building safety services across a large residential portfolio. This is a senior leadership role responsible for mechanical and electrical services, gas, heating, lifts, fire safety, water management, procurement, contract management and statutory compliance. You'll work closely with senior stakeholders to drive service improvement, manage risk and ensure the effective delivery of major investment and compliance programmes.

Responsibilities

• Lead the delivery of engineering, compliance and building safety services across the housing portfolio.
• Develop and implement strategies covering lifts, electrical systems, gas, heating, fire safety, water management and CDM compliance.
• Provide strategic leadership on asset compliance and engineering matters.
• Manage and develop a high-performing professional team, driving service excellence and continuous improvement.
• Lead the development and implementation of policies, procedures and technical standards.
• Oversee major contracts and ensure effective contract management arrangements are in place.
• Drive procurement strategies and support the delivery of large-scale investment programmes.
• Manage statutory compliance risks and ensure all regulatory obligations are met.
• Provide expert advice to senior leadership, stakeholders and elected members on engineering and compliance matters.
• Lead financial planning, budget management and cost control across the service.
• Develop and deliver operational and strategic plans aligned to organisational objectives.
• Champion the use of performance data, management information and compliance reporting.
• Support major projects and programmes, ensuring technical excellence and value for money.
• Build strong relationships with internal stakeholders, contractors and external partners.
• Drive innovation and service transformation across engineering and compliance functions.

Requirements

• Significant senior leadership experience within housing, asset management or property services.
• Strong housing association experience is essential.
• Experience leading engineering, compliance or asset management services within a residential property portfolio.
• Extensive knowledge of mechanical and electrical services, gas, heating, lifts and fire safety compliance.
• Strong understanding of statutory compliance, building safety legislation and regulatory requirements.
• Proven experience managing large contracts, procurement activities and contractor performance.
• Experience developing and implementing engineering and compliance strategies.
• Strong financial management, budget control and commercial awareness.
• Proven ability to lead and develop multidisciplinary professional teams.
• Experience managing risk and delivering service improvements within a complex environment.
• Excellent stakeholder management, negotiation and communication skills.
• Strong understanding of asset management and building safety principles.
• Local authority experience would be advantageous but is not essential.
• Ability to quickly assess existing operations and provide strategic leadership from day one.
